ROLL CALL Present: Mayor Kalmick Council Members: Varipapa, Moore, Sustarsic, Massa-Lavitt Absent: None City Staff: Craig A. Steele, City Attorney Jill R. Ingram, City Manager Patrick Gallegos, Assistant City Manager Philip Gonshak, Police Chief Joe Bailey, Chief, Marine Safety Department Alexa Smittle, Director of Community Development Sherry Johnson, Interim Director of Finance/City Treasurer Gloria D. Harper, City Clerk Dana Engstrom, Deputy City Clerk Art Bashmakian, Interim Senior Planner PUBLIC COMMUNICATIONS Mayor Kalmick opened oral communications. City Clerk Harper announced that five (5) emailed comments were received. There were no callers wishing to address the Council. Mayor Kalmick then closed oral communications. PUBLIC HEARING A. Consideration of an amendment to the Housing Element of the Seal Beach General Plan for the 2021-2029 planning period, and a determination that the project is exempt from the California Environmental Quality Act (CEQA) - That the City Council: 1. Hold a duly noticed public hearing and consider the Planning Commission's recommendation to adopt the Housing Element Update; and, 2. Adopt Resolution 7250 determining that the project is exempt from the California Environmental Quality Act (CEQA) and approving the Housing Element Update. City Manager Ingram thanked and commended Alexa for her countless hours of hard work and dedication on the City's behalf to get to this point in a very challenging process that is mandated by state law. She noted that Alexa has been immersed in this high priority effort since she was appointed as the City's new Community Development Director last November. In addition to her expertise and experience that is invaluable in her leadership of this intense responsibility, Alexa has worked alongside City staff, consultants, and her colleagues in order to put the City in the best position to submit a housing element document that will hopefully be certified by HCD. City Manager Ingram did not want this significant effort and Alexa's invaluable dedication to this daunting task to go unnoticed. City Manager Ingram called upon Community Development Director Alexa Smith to provide a comprehensive report. Community Development Director Smittle provided a comprehensive report on the Housing Element, which is required to be updated every eight (8) years. She discussed certification, repercussions, 6th Cycle goals, Housing Element components, housing needs assessment, Regional Housing Needs Assessment (RHNA), RHNA Allocation, RHNA by income category, affordability. RHNA Implementation, resources and opportunities, constraints, action plan, changes to the Housing Element with HDC comments, changes to the Housing Element— Planning Commission and after, candidate sites, and the staff recommendation. Council Member questions were addressed. Council Member Sustarsic expressed her concerns regarding the Old Ranch County Club site identified. Mayor Kalmick opened the public hearing. Speakers: None. Council Member Massa-Lavitt moved, second by Mayor Pro Tem Varipapa, to a consider the Planning Commission's recommendation to adopt the Housing Element Update; and adopt Resolution 7250 determining that the project is exempt from the California • Environmental Quality Act (CEQA) and approving the Housing Element Update. City Clerk Harper took a roll call vote to approve Item A. AYES: Kalmick, Varipapa, Moore, Massa-Lavitt NOES: Sustarsic ABSENT: None ABSTAIN: None Motion carried ADJOURNMENT Mayor Kalmick adjourned the City Council meeting at 8:07 p.m., to Monday, February 14, 2022, at 5:30 p.m. to meet in Closed Session if deemed necessary.
