A RESOLUTION OF THE SEAL BEACH CITY COUNCIL REVIEWING THE EXISTING
LOCAL EMERGENCY DECLARATION RELATED TO THE COVID-19 PANDEMIC
AND RESCINDING CERTAIN SUPPLEMENTS TO THE PROCLAMATION
WHEREAS, on March 13. 2020 the City Manager, as the Director of Emergency Services..
proclaimed a Local Emergency for the 2020 Coronavirus Pandemic pursuant to Seal Beach
Municipal Code Section 3.25.020, to protect public health. safety and welfare, and to enhance the
City's ability to mobilize local resources. coordinate interagency response. accelerate
procurement of vital supplies, use mutual aid, and seek potential reimbursement by the State and
Federal governments; and
WHEREAS. the City Council ratified and supplemented the Proclamation of Local Emergency in
an open meeting on March 19, 2020; and
WHEREAS, the City Manager, as the Director of Emergency Services, and acting with the
advice of the Chief of Police, has issued further Supplements 3 -10 to the said Local Emergency
Proclamation; and
WHEREAS, on June 11, 2021, Governor Newsom issued Executive Order Nos. N-07-21 and N-
08-21 providing that effective June 15, 2021, the State of California ended its Blueprint for a
Safer Economy program, and allowing all sectors, except mega-events, defined as having 5.000
indoor or 10,000 outdoor attendees, to return to normal business operations. with no capacity
limits or social distancing required; and
WHEREAS. the Health Order from the Health Officer for the County of Orange updated on
January 14. 2022, requires face coverings to be worn indoors in accordance with California
Department of Public Health (CDPH) guidelines; and.
WHEREAS, as of March 1, 2022. CDPH guidelines only require masks in specified high-risk
environments including on public transportation and in healthcare facilities. and the CDPH no
longer mandates. but strongly recommends that all persons, regardless of vaccine status,
continue indoor masking; and
WHEREAS, following the City Council's review on March 28, 2022 the City Council has
determined that the supplements listed below are no longer necessary to protect public health,
safety and welfare.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY
RESOLVE:
Section 1. The City Council has reviewed, at various times, the previously-ratified and
supplemented Proclamation of Local Emergency for the 2020 Coronavirus Pandemic, and
Supplemental Orders 2-10, inclusive, pursuant to Seal Beach Municipal Code Sections
3.25.020(A)(2) and 3.25.020(A)(7)(a), and taken reports from staff regarding the continuing
emergency status in the City.
Section 2. The City Council hereby terminates Supplemental Orders 2-10, inclusive, issued
by the City Manager as these proclamations are no longer necessary for the protection of life
and property.
Section 3. As the COVID-19 pandemic evolves in Southern California and the United
States. the situation remains serious, and health and safety precautions remain necessary. The
City Council intends to leave in place the Proclamation of Local Emergency to assist the City's
staff and local and regional partners in responding to the evolving situation.
Section 4. The City Council directs the City Manager to continue to schedule periodic
reviews of the State of Emergency as she deems necessary or as required by applicable law.

day of March. 2022 by the following vote:
