HomeMy WebLinkAboutCC Res 3737 1987-11-16 I I I RESOLUTION NUMBER ~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH AP~ROVING GENERAL PLAN AMENDMENT 20-87, AN AMENDMENT TO THE OPEN SPACE/RECREATION/CONSERVATION ELEMENT DEALING WITH THE HELLMAN SPECIFIC PLAN AREA THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: WHEREAS, the California Government Code requires that cities adopt open space and conservation elements for their General Plans; and WHEREAS, on December 10, 1973, the City Council adopted an open space/recreation/conservation element for the General Plan; and WHEREAS, the open space/recreation/conservation element should be consistent with other elements of the General Plan; and, WHEREAS, a proposal, ~y the Mola Development Corporation to develop a 'portion of the Hellman Specific Plan Area requires amendments to both the General Plan and the Hellman Specific Plan; and WHEREAS, Number~~doPted on 1987, a roves General Plan ent 2B-87, lnc rporating Mola's concept into the Use Element; and WHEREAS, ouncil~esolu~ipn Number"~adoPted on W/V,tp 1987, approves General Pl an men 2 - , rlnglng the Circulation Element conformance with the Land Use Element; and WHEREAS, The General Pl an Amendment 2d-87 proposes an amendment to the open space/recreation/conservation element consistent with the proposed Land Use and Circulation modifications; and WHEREAS, The Planning Commission held public hearings on General Plan Amendment 2d-87 on September 2, September 16 and October 7, 1987, following which the Commission adopted Resolution Number 1477 recommending approval of General Plan Amendment 2d-87 to the City Council; and WHEREAS, General Plan Amendment 2d-87 is compatible with the land use, circulation and open space/recreation/ conservation goals, as the amendment provides for the future development of a 17 .7 acre community park and the maintenance of Gum Grove Park as a quasi-public facility; and WHEREAS, General Plan Amendment 2d-87 will not result in any significant environmental impact after the implementation of the mitigation measures contained in the Hellman Ranch Specific Plan Environmental Impact Report (SCH No. 87022510); and WHEREAS, General Plan Amendment 2d-87 will not adversely affect the health, safety and welfare of the surrounding community, and should be granted.
