Chair Miller called the regular meeting of the Planning Commission to order at 7:00 p.m. via
Teleconference.

B. Reorganization of Planning Commission — Election of new Chairperson and vice
Chairperson for 2022
City Clerk Harper opened the nominations for Chairperson of the Planning Commission for
2022.
Commissioner Campbell nominated Commissioner Thomas as Chairperson of the Planning
Commission for 2022.
Commissioner Thomas declined the nomination and nominated current Chairperson Miller
as Chairperson of the Planning Commission for 2022.
City Clerk Harper closed the nomination and called for a Roll Call Vote.
Motion by Thomas, second by Miller, who accepted the nomination as Chairperson for 2022

Commissioner Thomas provided comments on a job well done by Chairperson Miller as
Chairperson for 2021.
City Clerk Harper opened the nominations for Vice Chairperson of the Planning Commission
for 2022.
Commissioner Klinger nominated Commissioner Thomas as Vice Chairperson of the
Planning Commission for 2022.
Commissioner Thomas accepted the nomination as Vice Chairperson of the Planning
Commission for 2022.
City Clerk Harper closed the nomination and called for a Roll Call Vote.
Motion by Thomas, second by Miller, who accepted the nomination as Chairperson for 2022

PUBLIC HEARING
C. 2021-2029 Housing Element Update
City Wide
Applicant: City of Seal Beach
Request: That the Planning Commission hold a Public Hearing and adopt Resolution 22-
01 recommending approval of the Housing Element update to the City Council of the City
of Seal Beach.
Recommendation: After conducting a Public Hearing, staff recommends the Planning
Commission adopt Resolution No. 22-01, Recommending Approval of the Housing
Element Update to the City Council of the City of Seal Beach.
Community Development Director Smittle provided a comprehensive staff report and
indicated that no correspondence was received regarding the project.
Questions from Chair Miller and Commissioners Massetti, Thomas and Campbell were
answered by Community Development Director Alexa Smittle.
Chair Miller opened the public hearing. City Clerk Harper announced that one (1) emailed
comment was received. Speaker: No speakers. Chair Miller closed the public hearing
Motion by Thomas, second by Klinger that the Planning Commission adopt Resolution No.
22-01, Recommending Approval of the Housing Element Update to the City Council of the
City of Seal Beach

Senior Assistant City Attorney Greyson noted that this item is not appealable and will be
forwarded to the City Council for final approval at a Special Meeting scheduled for
Monday, February 7, 2022.
DIRECTOR'S REPORT
Community Development Director Smittle thanked the Commissioners for welcoming her to
Seal Beach. She noted that she was happy to be here and, that this, is going to be a busy
year for the city and the department. She noted that the city is experiencing some challenges
with the current phone system and that calls are being received and responded to by staff
and that email is the best way to reach staff. She also noted that more information and
updates regarding the phone system can be found on the City's website.
Community Development Director Smittle also noted that at the meeting prior to her arrival
there was a question about height limits at Seal Beach Shores. She indicated that it was
determined that under state law, the city cannot limit the heights of the units within the mobile
home park as they are under the jurisdictions of California Department of Housing and
Community Development (HCD). Senior Assistant City Attorney Greyson noted that State
law substantially preempts local government from regulating how mobile homes are
constructed in mobile home parks; she also noted that when the Redevelopment Agency
was involved that regulation was different; and lastly, she noted that because of the
language in Title 25, state regulations are controlling and that height limits are not under the
jurisdiction of the city.
Questions from Commissioner Thomas was answered by Senior Assistant City Attorney
Greyson.
Lastly, Community Development Director Smittle thanked the Commissioners for the
welcome and noted that she is grateful for the opportunity to work with the Commissioners
and the community.
COMMISSION CONCERNS
Commissioners Campbell and Thomas complimented staff on the Housing Element
document. Commissioner Campbell requested that the meeting be adjourned in memory of
former Commissioner Ronde Winkler and offered comments on behalf of Ronde.
Commissioner Thomas echoed Commissioner Campbell's sentiments.
Commissioner Thomas formally welcomed newly appointed Commissioner Massetti to the
to the Planning Commission and formally welcomed Community Development Director
Alexa Smittle to the City and the Planning Commission. Commissioner Miller asked
Community Development Director Alexa Smittle to provide some background information
about herself prior to being appointed as Seal Beach's Community Development Director.
ADJOURNMENT
Chair Miller adjourned the Planning Commission meeting at 8:25 p.m. in memory of former
Planning Commissioner Ronde Winkler, to Monday, Febru 7, 20 2, at 7:00 p.m.
