The City Council met in regular session at 7:00 p.m. in the City Council Chambers.
Council Member Sustarsic led the Pledge of Allegiance.

ORDINANCES
Council Member Sustarsic pulled Item G from the consent calendar for separate
consideration.
Deputy City Clerk Engstrom read into the record that Sixty-eight (68) emailed comments
were received regarding Item G and five (5) PowerPoints were received after the posting
of the agenda that were distributed to City Council and made available to the public.

agenda.

PUBLIC COMMUNICATIONS
Mayor Kalmick opened oral communications. Speakers: Ray Ybabin, Joy Applegate,
Nimesh Udani, Todd Okamura, Catherine King, John Kochevar, Roger Cowan, Kathleen
Fessenden, and two anonymous speakers. Mayor Kalmick then closed oral
communications.
CITY ATTORNEY REPORT
City Attorney Steele had no items to report.
CITY MANAGER REPORT
City Manager Ingram had no items to report.
COUNCIL COMMENTS
Council Member Sustarsic attended a Registrar of Voters Office Zoom meeting where an
update on the countywide voting system was provided. Additionally. she attended an
Animal Control meeting and thanked the Seal Beach Police Department for gathering
information for the meeting.
Mayor Pro Tern Varipapa had no items to report.
Council Member Massa-Lavitt provided information on genetically modified male
mosquitos that were released into the breeding population to try to decrease the number
of eggs that are dropped. She indicated that OC Vector Control will know soon whether
or not it works.
Council Member Moore attended Night Among the Stars at the Los Alamitos Youth Center
where they recognized eleven (11) outstanding kids in our community - four (4) of which
received $500 scholarships.
Mayor Kalmick indicated he attended McGaugh's Pageant of the Masters noting how
incredible it is.
COUNCIL ITEMS
A. City Council Appointment to the Recreation and Parks Commission — District
Three - It is the request of Council Member Varipapa that the City Council appoint
Tom McLaughlin to the Recreation and Parks Commission, as a representative for
District Three.
Deputy City Clerk Engstrom provided background of the staff report.
Mayor Pro Tern Varipapa moved, second by Council Member Massa-Lavitt, to appoint
Tom McLaughlin to the Recreation and Parks Commission, as a representative for District
Three.

B. At the Request of Council Member Moore - IT & City Hall Phone System Update
Assistant City Manager Gallegos provided a comprehensive background and update on
key IT implementations in 2021 and 2022 and what is to come as well as the citywide
phone system enhancements currently and in the future.
Council Member Moore thanked Assistant City Manager Gallegos for providing the
update.
CONSENT CALENDAR
Council Member Sustarsic moved, second by Council Member Massa-Lavitt, to approve
the recommended actions on the consent calendar with exception of Item G which was
pulled by Council Member Sustarsic for separate consideration.
C. Approval of the March 28, 2022 City Council Minutes - That the City Council
approve the minutes of the Regular City Council meeting held on March 28, 2022.
D. Demands on City Treasury (Fiscal Year 2022) April 11, 2022 - Ratification.
E. Professional Services Agreement with Lisa Wise Consulting, Inc. - That the City
Council adopt Resolution 7269: 1. Approving a Professional Services Agreement with
Lisa Wise Consulting, Inc., for $119,100; and, 2. Authorizing Lisa Wise Consulting, Inc.
to provide professional services revising portions of Title 11 of the Municipal Code to
implement the 2021-2029 Housing Element; and, 3. Authorizing and directing the City
Manager to execute the Amendment.
F. West Orange County Water Board Fiscal Year 2022-2023 Operating Budget - That
the City Council adopt Resolution 7270 approving the Fiscal Year 2022-2023 budget of
the West Orange County Water Board (WOCWB).

H. Authorizing Execution of a Public Works Purchase Order with MurCal, Inc. for
Purchase of Murphy Electrical Control Panels at City's Sewer Pump Station No. 35
and Lampson Well Site - That the City Council adopt Resolution 7272: 1. Approving the
purchase for MurCal (Murphy) Electrical Control Panels; and, 2. Approving a public works
purchase order to purchase Murphy electrical control panels , in the amount of
$95,110.18: and, 3. Authorizing the City Manager to execute a public works purchase
order on behalf of the City.

ITEMS REMOVED FROM CONSENT CALENDAR
Mayor Pro Tern Varipapa recused himself due to a conflict of interest as he is on the
Board of Directors for the Seal Beach Pickleball Association.
G. Approval of Memorandum of Understanding Between the City of Seal Beach and
the Seal Beach Pickleball Association - That the City Council adopt Resolution 7271 :
1. Approving a Memorandum of Understanding (MOU) between the City of Seal Beach
and the Seal Beach Pickleball Association (SBPA); and, 2. Authorizing the City Manager
to execute the MOU, make minor technical adjustments as needed, and extend the MOU
on an annual basis up to three times.
Community Development Director Smittle provided a comprehensive background of the
staff report and addressed Council Member questions.
Council Member Massa-Lavitt moved, second by Council Member Moore. to adopt
Resolution 7271: 1. Approving a Memorandum of Understanding (MOU) between the City
of Seal Beach and the Seal Beach Pickleball Association (SBPA); and, 2. Authorizing the
City Manager to execute the MOU, make minor technical adjustments as needed, and
extend the MOU on an annual basis up to three times.

I. First Reading of Ordinance Adopting a Military Equipment Use Policy per
California Assembly Bill 481 - That the City Council: 1. Introduce for first reading, by
title only, and waive further reading of Ordinance 1694, "An Ordinance of the Seal Beach
City Council Establishing a Military Equipment Use Policy"; and, 2. Schedule the second
reading of Ordinance1694 for April 25, 2022.
Lieutenant Clasby provided a comprehensive background of the staff report and
Ordinance and Corporal Krok provided in-depth information of the equipment. Council
Members provided comments and questions were addressed.
Mayor Pro Tem Varipapa moved, second by Council Member Moore, to 1 . Introduce for
first reading, by title only, and waive further reading of Ordinance 1694, "An Ordinance of
the Seal Beach City Council Establishing a Military Equipment Use Policy"; and, 2.
Schedule the second reading of Ordinance1694 for April 25, 2022.

J. Notice of Intent to Overrule the Airport Land Use Commission (ALUC) for Orange
County Finding of Housing Element Inconsistency - That the City Council: 1 . Adopt
Resolution 7273 notifying the Orange County Airport Land Use Commission and the
Division of Aeronautics of the California Department of Transportation of the City's
intention to find that the General Plan 2021-2029 Housing Element is consistent with the
purposes of the State Aeronautics Act and overrule the Orange County Airport Land Use
Commission's determination that the Housing Element is inconsistent with the 2017 Joint
Forces Training Base Los Alamitos Airport Environs Land Use Plan; and, 2. Authorize the
City Manager to submit Resolution 7273 to the Orange County Airport Land Use
Commission and the State Division of Aeronautics, and schedule a public hearing
pursuant to Public Utilities Code Section 21676.
