The Planning Commission met in regular session at 7:00 p.m. in the City Council Chambers.
Commissioner Massetti led the Pledge of Allegiance.

APPROVAL OF AGENDA
Motion by Klinger, second by Massetti to approve the agenda.

ORAL COMMUNICATIONS
Chair Miller opened oral communications. Deputy City Clerk Engstrom announced that there
were no emailed comments received. Speakers: None. Chair Miller closed oral
communications.
CONSENT CALENDAR
A. Approval of March 21, 2022 Planning Commission Minutes.
APPROVAL OF CONSENT CALENDAR
Motion by Campbell, second by Klinger to approve the Consent Calendar.

PUBLIC HEARINGS
Chair Miller recused himself due to a conflict of interest as he lives within 500 feet of the
applicant.
B. Minor Use Permit (MUP 22-1)
127 13th Street Applicant: Nancy Smith
Request: Request for a Minor Use Permit (MUP 22-1) to allow an interior remodel,
the addition of a 60 square foot covered entryway, the addition of new front and side
porches totaling 483 square feet of non-habitable space, and the addition of an
attached 437 square foot rear patio cover to an existing 1 ,433 square foot single
family residence within the Residential High Density (RHD-20) zoning area.
Recommendation: After conducting the Public Hearing, staff recommends that the
Planning Commission adopt Resolution No. 22-4, APPROVING Minor Use Permit 22-
1 with Conditions.
Community Development Director Smittle called upon Assistant Planner Cuevas who
provided a comprehensive staff report and indicated that no correspondence was received
regarding the project.
Vice Chair Thomas opened the public hearing. Speaker: Joan Owen spoke in favor of the
project. Vice Chair Thomas closed the public hearing.
Commissioner Campbell commented that is a lovely remodel.
Motion by Campbell, second by Thomas that the Planning Commission adopt Resolution
No. 22-4, APPROVING Minor Use Permit 22-1 with Conditions.

Senior Assistant City Attorney Greyson noted that this item is appealable, and the 10-day
appeal period begins Tuesday, April 19, 2022.
Chair Miller was invited back into the meeting.
C. Conditional Use Permit (CUP) 22-2
231 14th Street Applicant: Yolanda Davies
Request: Request for a Conditional Use Permit (CUP 22-2) to allow an interior
remodel and the expansion of the living room and addition of new front porch to an
existing residence on a property that is nonconforming due to setbacks in the
Residential High Density (RHD-20) zoning district.
Recommendation: After conducting the Public Hearing, staff recommends that the
Planning Commission adopt Resolution No. 22-05, APPROVING Conditional Use
Permit 22-2 with conditions.
Community Development Director Smittle called upon Assistant Planner Cuevas who
provided a comprehensive staff report and indicated that no correspondence was received
regarding the project.

COMMISSION CONCERNS
Chair Miller inquired about the date of the upcoming rehearing regarding a CUP for a
business use on Main Street which will be on the May 2, 2022 Planning Commission agenda
for consideration.
Vice Chair Thomas inquired about the process of SB 9.
Commissioner Campbell encouraged the Planning Commissioners to review the Main
Street Specific Plan.
DIRECTOR'S REPORT
Community Development Director Smittle had no items to report.
ADJOURNMENT
Chair Miller adjourned the Planning Commission meeting at 7:23 pm to Monday, May 2,
2022, at 7:00 p.m.
