HomeMy WebLinkAboutCC Res 7281 2022-05-23 RESOLUTION 7281 A RESOLUTION OF THE SEAL BEACH CITY COUNCIL APPROVING THE REMOVAL OF SINGLE SPACE PARKING METERS FOR THE INSTALATION OF PAY STATIONS IN THE METER LOTS WHEREAS, the City of Seal Beach ("City") previously entered into a professional services agreement with Parkeon, Inc., ("Consultant") for parking payment machines, technologies and services for operation of pay meters and pay stations at parking lots in the City for the total not-to-exceed cost of $45,315 (the "Agreement"); and WHEREAS, pursuant to the Seal Beach City Charter, and Seal Beach Municipal Code ("SBMC") Chapter 3.20 establish a central purchasing system including procedures for competitive bidding and exemptions from competitive bidding; and WHEREAS, SBMC Section 3.20.025(B) provides for an exemption from competitive bidding requirements for purchases of a commodity that can be obtained only from one vendor; and SBMC Section 3.20.0265(C) provides an exemption from competitive bidding for purchases of professional services; and WHEREAS, the need has arisen for the City to replace the single parking meters in the four parking lots located in the Main Street/Old Town Area and to upgrade the touch screens on the existing Strada pay stations at the beach parking lots, due to outdated equipment and technology; and WHEREAS, City and Consultant wish to amend the Agreement by Amendment No. 1 for Consultant to replace the existing single parking meters in the four parking lots located in the Main Street/Old Town Area with four Flowbird pay stations at a not-to-exceed cost of $31,300; and to upgrade the six touch screens on the existing Strada pay stations at the beach parking lots for the not- to-exceed cost of $22,500; and WHEREAS, the Flowbird pay stations are similar to those found in the beach lots, the yearly cost for the single space parking meters is higher than that of the pay stations, there is less maintenance needed for the pay stations, and the tracking of parking and payments is more conducive for city staff; and WHEREAS, replacing the existing single space parking meters with Flowbird pay stations at the four parking lots located in the Main Street/Old Town Area and upgrading the touch screens of the existing Strada pay stations will allow the City to have multiply pay stations for the municipal meter parking lots, rather than a single space parking meter, with uniformity of technology and services. NOW, THEREFORE, THE SEAL BEACH CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: Section 1. The City Council hereby approves Amendment No. 1 to the Professional Services Agreement with Parkeon, Inc., as set forth in Exhibit "A", attached hereto by this reference as though set forth in full, (a) to replace the IPS single space parking meters with one Flowbird pay station, technology and services at each of the four parking lots located in the Main Street/Old Town Area for the not-to- exceed amount of $31,300, and (b) to upgrade the six Strada pay stations at the three beach parking lots for the not-to-exceed amount of $22,500, for a revised total contract not-to-exceed amount of $99,115. Section 2. The City Council hereby directs the City Manager to execute Amendment No. 1 on behalf of the City.
