A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
APPROVING AND AUTHORIZING THE CITY MANAGER TO
EXECUTE AN INTERGOVERNMENTAL SUPPORT
AGREEMENT WITH THE NAVAL WEAPONS STATION SEAL
BEACH FOR BEACH CLEAN-UP AND GROOMING (IGSA
NUMBER = N61065-2021-IGSA-0001)
WHEREAS, the City engages in regular routine beach cleaning and grooming
activities ("SERVICES") along City beaches; and,
WHEREAS, the Department of Navy, as represented by the Naval Weapons
Station Seal Beach ("NWSSB"), desires to utilize City forces to provide
SERVICES at NWSSB-owned Barney's Beach; and,
WHEREAS, 10 U.S.C. Section 2679 permits NWSSB to enter into an
Intergovernmental Support Agreement ("IGSA") with a local government that will
best serve the interest of NWSSB by enhancing mission effectiveness and
creating efficiencies; and,
WHEREAS, Government Code Section 6502 and Seal Beach City Charter
Section 200 permit the City to enter into an IGSA to provide NWSSB with
services already provided for its own use; and,
WHEREAS, the City finds the IGSA to be mutually beneficial; and,
WHEREAS, on July 1, 2021, the City issued a non-binding letter of intent
expressing interest in entering into an IGSA to provide SERVICES.
NOW, THEREFORE, THE SEAL BEACH CITY COUNCIL DOES HEREBY
RESOLVE:
Section 1. The City Council hereby approves a one (1) year Intergovernmental
Support Agreement with the Naval Weapons Station Seal Beach to
provide beach clean-up and grooming services, with nine (9)
optional one-year term extensions, in a not-to-exceed amount of
$45,000 per year, plus an administrative fee not-to-exceed ten (10)
percent.
Section 2. The City Council hereby authorizes the City Manager to execute
the Intergovernmental Support Agreement on behalf of the City.
PASSED, APPROVED AND ADOPTED by the Seal Beach City Council at a
regular meeting held on the 23rd day of May, 2022 by the following vote:
