Mayor Pro Tern Varipapa led the Pledge of Allegiance. ROLL CALL Present: Mayor Kalmick Council Members: Varipapa. Moore, Sustarsic, Massa- Lavitt Absent: None City Staff: Craig A. Steele, City Attorney Jill R. Ingram, City Manager Patrick Gallegos, Assistant City Manager Philip Gonshak, Police Chief Joe Bailey, Chief, Marine Safety Department Alexa Smittle, Director of Community Development Sherry Johnson, Interim Director of Finance/City Treasurer Iris Lee, Deputy Director Public Works/City Engineer Dana Engstrom, Deputy City Clerk Ron Roberts, Orange County Fire Authority Nicholas Nicholas, Police Lieutenant Antonino Giordano, Maintenance Worker APPROVAL OF AGENDA & WAIVER OF FULL READING OF RESOLUTIONS AND ORDINANCES Deputy City Clerk Engstrom read into the record that three (3) emailed comments were received regarding various agenda items and one (1) PowerPoint was received after the posting of the agenda that were distributed to City Council and made available to the public. Council Member Sustarsic moved, second by Council Member Moore, to approve the agenda. AYES: Kalmick, Moore, Sustarsic, Varipapa, Massa-Lavitt NOES: None ABSENT: None ABSTAIN: None Motion carried PRESENTATIONS / RECOGNITIONS • Mental Health Awareness Month • National Police Week — May 11-17, 2022 • Public Works Week — May 15-21 , 2022 • Orange County Housing Finance Trust Presentation PUBLIC COMMUNICATIONS Mayor Kalmick opened oral communications. Speakers: Kori DeLeon and Joyce Ross- Parque. Mayor Kalmick then closed oral communications. CITY ATTORNEY REPORT City Attorney Steele had no items to report. CITY MANAGER REPORT City Manager Ingram had no items to report. COUNCIL COMMENTS Council Member Moore attended the Seal Beach Classic Car Show and noted that City staff, the Police Department, Leos and Lions, and the Seal Beach Chamber of Commerce all worked well together. Council Member Sustarsic attended the Seal Beach Classic Car Show noting it was well attended. Additionally, she attended a Regional Military Affairs Committee meeting at the Joint Forces Training Base. Council Member Massa-Lavitt indicated that the Orange County Sanitation District is offering a virtual tour - registration is available on their website. She also discussed her attendance at the Southern California Association of Governments (SCAG) conference. Mayor Pro Tern Varipapa indicated he attended Coffee with a Cop and the Classic Car Show and thanked all those that helped coordinate both events. Mayor Kalmick indicated he attended Coffee with a Cop and noted how great it is to see the interaction between the residents and our police officers. He attended the 54th Annual Graduation of the Orange County Fire Authority Academy resulting in the hiring of thirty- one (31) new firefighters. Additionally, he attended the Southern California Association of Governments (SCAG) conference as a regional board member. Lastly, he noted that the Beach House at River's End is under construction. COUNCIL ITEMS There were no council items. CONSENT CALENDAR Council Member Massa-Lavitt moved, second by Mayor Pro Tern Varipapa, to approve the recommended actions on the consent calendar. A. Approval of the April 25, 2022 City Council Minutes -That the City Council approve the minutes of the Regular City Council meeting held on April 25, 2022. B. Demands on City Treasury (Fiscal Year 2022) May 9, 2022 - Ratification. C. Professional Services Agreement with Complete Paperless Solutions, LLC -That the City Council adopt Resolution 7279: 1. Approving a Professional Services Agreement with Complete Paperless Solutions, LLC, for $73,800 authorizing Complete Paperless Solutions, LLC to provide professional services digitizing Community Development and Public Works paper records; and, 2. Authorizing and directing the City Manager to execute the Agreement AYES: Kalmick, Varipapa, Sustarsic, Moore, Massa-Lavitt NOES: None ABSENT: None ABSTAIN: None Motion carried ITEMS REMOVED FROM CONSENT CALENDAR There were no items removed from the consent calendar.
