HomeMy WebLinkAboutCC Min 2022-06-07 (Budget Workshop CIP) Seal Beach, California June 7, 2022 The City Council met in a Special City Council Budget Workshop (CIP and 5 Year Financial Forecast) at 5:30 p.m. in the City Council Chambers. Council Member Massa-Lavitt let the Pledge of Allegiance. ROLL CALL Present: Mayor Kalmick Council Members: Varipapa, Moore, Sustarsic, Massa-Lavitt Absent: None City Staff: Jill R. Ingram, City Manager Patrick Gallegos, Assistant City Manager Philip Gonshak, Police Chief Joe Bailey, Chief, Marine Safety Department Alexa Smittle, Director of Community Development Sherry Johnson, Interim Director of Finance/City Treasurer Alayna Hoang, Finance Manager Iris Lee, Acting Director of Public Works Dana Engstrom, Acting City Clerk Ron Roberts, Orange County Fire Authority Jennifer Robles, Management Analyst PUBLIC COMMENTS Mayor Kalmick opened oral communications. Speaker: Michelle Newman. Mayor Kalmick then closed oral communications. Acting City Clerk Engstrom announced that no emailed comments were received however, one (1) PowerPoint was received that was distributed to the City Council; and, made available to the public on the City's website. CITY MANAGER REPORT City Manager Ingram discussed the plan for the night which included staff addressing Council questions from the previous Budget Workshop held on June 2, 2022, followed by Acting Public Works Director Iris Lee discussing the draft Capital Improvement Program Budget and Director of Finance Sherry Johnson presenting the 5-Year Financial Forecast. BUDGET WORKSHOP A. Proposed Fiscal Year 2022-2023 Capital Improvement Program Budget Acting Public Works Director Lee discussed the proposed Capital Improvement Program budget 2022-2023 through 2026-2027, Strategic Planning Workshop CIP project updates (Tennis Center Improvement Project, Pier Restroom Restoration, Pier Area Improvements), FY 2022-2023 CIP funding sources, CIP completed & carry-overs, new General Fund and new Prop 68 grants, new restricted transportation funds, new water/sewer enterprise funds, and 5-Year CIP Program, funding supplements and alternatives. Council Members asked questions, offered comments, discussed, and received clarification about the proposed Capital Improvement Program budget and 5-Year CIP Program. Additionally, Council Members discussed renovations to Heather Park and directed staff to bring back recommendations for improvement projects at Heather Park, with funding to be allocated from the College Park East committed reserve fund. B. 5 Year Financial Forecast Interim Finance Director Johnson provided a comprehensive overview of the preliminary 5 Year Financial Forecast and addressed Council member comments and concerns.
