A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH OPPOSING THE INCLUSION OF ANAHEIM BAY, OFFICIALLY DESIGNATED AS AREA CA-46, WITHIN THE COASTAL BARRIER RESOURCES SYSTEM AS ESTABLISHED BY THE COASTAL BARRIER RESOURCES ACT, PUBLIC LAW 97-348 THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, Section 2b of the'Coastal Barrier Resources Act defines its purpose as minimizing "the loss of human life, wasteful expenditure of Federal revenues, and the damage to fish, wildlife, and other natural resources associated with the coastal barriers along the Atlantic and Gulf coasts by restricting future Federal expenditures and financial assistance which have the effect of encouraging development of coastal barriers, by establishing a Coastal Barrier Resources System and by considering the means of measures by which the long-term conservation of these fish, wildlife, and other natural resources may be achieved," (Emphasis added); and I portions of the California coastline have now been proposed for inclusion in the Resources System, specifically, Anaheim Bay in Seal Beach and other coastal areas of Orange County; and property owners in Coastal flood plains need Federal flood insurance protection; and the existing California Coastal Act of 1976 already provides resource protection policy guidelines for coastal land use decisions and continues to place high priority on public safety and ecological sensitivity; and I Federal funds are used in Anaheim Bay for channel dredging and adjacent Sunset Beach, beach sand replenishment -- all in accordance with existing Federal, State, County and City policies; and removal of Federal funding from these operations would impede the maintenance of the navigable channel into the U,S. Naval Weapons Station, Sunset Aquatic Park and Huntington Harbor, and the replenishment of beach sand immediately downcoast of the Anaheim Bay entrance channel. NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Seal Beach questions the appropriateness of including Anaheim Bay, CA-46, in the Coastal Barrier Resources System inasmuch as this area is already being carefully planned to avoid loss of human life and damage to natural resources; and BE IT FURTHER RESOLVED that the City of Seal Beach wishes to go on record in opposition to the inclusion of Anaheim Bay in Coastal Resources System, and now hereby directs the City Manager to forward this document to the I Secretary of the Interior prior to the end of the public comment period, September 30, 1985.
