HomeMy WebLinkAboutCC Res 3509 1985-08-26 RESOLUTION NUMBER ~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH URGING THE STATE OF CALIFORNIA CONGRESSIONAL DELEGATION TO OPPOSE CONGRESS' FEDERAL BUDGET COMPROMISE THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: I WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, I WHEREAS, Congress has reached a tentative budget agreement that will have major impacts on city budgets; and as a result of the budget agreement, General Revenue Sharing will terminate in September 1986; and General Revenue Sharing funds of $176,000 in Fiscal Year 1984/85 were used by the City of Seal Beach for public safety in the area of Police Services; and the budget agreement also calls for a 15% reduction in the Community Development Block Grant (CDBG) Progrem; a~ $106,000 in CDBG funds were used in Fiscal Year 1984/ 85 by the City of Seal Beach in response to the primary goal of the Housing and Community Development Act of 1974 to promote the continued development of viable urban communities through the provision of decent, safe and sanitary hQusing, and a suitable living environment for particularly low-and moderate- income families; thereby improving habitability for all Citizens; and the elements of the budget agreement most adverse to local government is the Mandatory Medicare coverage of all city employees and mandatory Social Security coverage for all newly hired employees, effective January 1986; and WHEREAS, with its 1.45% employer/employee payroll contribution, the mandatory medicare coverage, using the present Fiscal Year budget figures, would increase payroll costs by $51,620; and WHEREAS, under the full Social Security provision all newly hired employees would have to contribute 7.15% of 'covered compensation, to be matched by the employer, which would increase payroll costs to the City of Seal Beach by approximately $34,000 in the first year, to be compounded annually, reaching a potential of over $254,000 in increased payroll costs per year; and WHEREAS, the implication of these proposals would be disruptive to the local community and would restrict the effectiveness and efficiency of local government as it attempts to meet the needs of the community on a daily basis. NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Seal Beach urges the California Congressional Delegation to oppose the Federal Budget Compromise on the basis that the compromise would adversely affect local government's role in our society, and hereby directs the City Manager to forward this document to the honorable members of the State of California Congressional Delegation.
