A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH IN SUPPORT OF A PROPOSAL TO EXPAND THE BOARD OF
DIRECTORS OF MUNICIPAL WATER DISTRICT OF ORANGE COUNTY
THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE:

WHEREAS, Municipal Water Distdct of Orange County ("Municipal")
is a major wholesaler of imported water from The
Metropolitan Water District of Southern California
to Orange County, serving eighty percent (80%) of
Orange County, and as such provides regional representation
of Orange County at Metropolitan and regional planning
and projects for Orange County; and
WHEREAS, Southern California and Orange County are facing
a potentially serious water shortage in the foreseeable
future which can best be avoided by strong and united
representation and planning by Orange County water
agencies on a regional basis rather than by fragmenting
representation and which weakens communications and
unity; and

WHEREAS, to meet Orange County's future water needs, it will
be necessary to undertake projects and construction
of facilities in the next few years on statewide,
regional and local levels. This will involve the
expenditure of billions of dollars which will substantially
affect the cost of water and therefore Orange County's
interests should be adequately represented; and
WHEREAS, the Cities of Anaheim, Fullerton and Santa Ana have
initiated proceedings before the Local Agency Formation
Commission ("LAFCO") to detach their territories
from Municipal and to administer and represent these
areas at Metropolitan independently. These detachments,
if completed, could potentially result in a transfer
of approximately $1.4 million of Municipal's assets
to the cities, the loss of one of Orange County's
Directors on Metropolitan's portion of Municipal's
water rate base, placing a larger burden on the remaining
Municipal service areas, including the City of Seal
Beach; and
WHEREAS, Municipal Water District, in conjunction with the
Three Cities and its other contracting agencies,
has developed a proposal which would improve Municipal's
representation of the Cities and the rest of its
constituents, and which would avoid the loss of an
Orange County Metropolitan Director, and which would
promote unity in dealing with Orange County's water
issues. This proposal calls for the expansion of
the Municipal Board of Directors to seat Directors
appointed by the Cities of Anaheim, Fullerton and
Santa Ana while maintaining proportional representation
in the balance of the District, the establishment
of a special power to levy a water rate in the City
areas of Municipal, which takes into account the
lack of Municipal service connections in those areas
and the City's membership in Metropolitan, and if
all three Cities participate, a right to jointly
nominate one Municipal Metropolitan Director.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Seal Beach goes on record in support of a proposal
to expand the Board of Directors of Municipal Water District
of Orange County to seat Directors appointed by Anaheim, Fullerton
and Santa Ana or by Anaheim and Fullerton should Santa Ana
proceed with detachment, as well as additional Directors elected
from new divisions of Municipal's service area, on the terms
presented by Municipal.
