HomeMy WebLinkAboutCC Res 3548 1985-12-09 I I I RESOLUTION NUMBER ~~~~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, ESTA8LISHING A USE AND RENTAL SCHEDULE FOR MUNICIPAL COMMUNITY CENTER FACILITIES, AND RESCINDING RESOLUTION NUMBER 3242, WHEREAS, it is necessary to establish a use and rental schedule for the use of municipal community center facilities, the City Council of the City of Seal Beach, California, hereby establishes the following schedule for use and fees of municipal community center facilities: Section 1. Classification and Fees A. Resident groups shall be those havin9 at least sixty (60%) percent of their active membership residin9 within the City of Seal Beach, Resident groups have preference over non-resident groups, B. Priority (1) Recreation sponsored or co-sponsored activities Fees Large Room Small Room None None (2) Resident non-fundraising activities of civic or service organizations None None (3) Resident activities (4) Resident fundraising activities of civic or service or9anizations $15/hr $15/hr $8/hr $8/h r (5) Non-resident, non-fundraising activities of civic or service organizations (6) Non-resident fundraising activities of civic or service organizations (7) Non-resident activities (8) Commercial or profit-making activities $20/hr $lO/hr $25/hr $15/hr $30/hr $50/hr $15/hr $20/hr (9) Weddin9s and Wedding Receptions $300/6 hrs (10) Activities 2-8 above serving alcoholic $20/hr additional beverages Section 2. Rules and Regulations A, Reservations. All applications for reservations must be submitted on Recreation Department form. No application shall be issued to groups listed as subversive by the United States Attorney General or the California State Attorney General. All city ordinances must be obs.erved. B. Hours of Operation. Community Center facilities are open daily until 12:00 midnight. Groups serving alcoholic beverages must stop serving thirty (30) minutes prior to exit time on contract. C. Contract Obligations. (1) A $25 deposit is required with all applications. Upon approval of application, deposit will be credited toward fees. (2) All fees must be received thirty (30) days prior to event. If a contract is requested less than thirty (30) days prior to event, all fees must be paid in cash. Resolution ~u~ber ~~41)? Section 2. Rules and Regulations, Continued C. Contract Obligations, Continued (3) Should a cancellation occur prior to thirty (30) days of event, all fees will be refunded. If event is cancelled less than thirty (30) days prior to event, $25 deposit will be retained, (4) A Certificate of Insurance may be required of groups conducting activities that may cause injury to participants or spectators. D. Cleaning Deposit. (1) Events - non-service of alcoholic beverages (a) $50 cleaning deposit is required. If facility is left in or~er, deposit will be refunded, (b) Recreation personnel may be required to staff event. (2) Events - service of alcoholic beverages (a) $250 cleaning deposit is required. If facility is left in order, deposit will be refunded. (b) Recreation personnel and/or security police will be required. Individual/group will be required to pay for these personnel. (e) Sale of alcoholic beverages requires approval of Recreation Director and a one-day license from the Alcohol Beverage Control Board. License must be in possession of applicant throughout I event. I E. Reservations. (1) Reservations for one-day events may be made one year in advance. (2) Reservations for weekly and monthly events are scheduled on a six-month basis (January 1 - June 30, and July 1 - December 31). (3) Facility may not be reserved more than twice per month on a regular basis. F. Kitchen Privileges, Kitchen must be reserved on original application, It shall be responsibility of group to remove all food stuffs from kitchen at conclusion of activity, G. Set-Up and Clean-Up. (1) Decorations may be attached to walls with masking tape oply (no nails or staples). All decorations including tape must be removed at conclusion of activity. No decorations may be attached to overhead light fixtures. (2) Each group will be responsible for their a.rn clean-up, providing supplies and trash bags, (3) All property, equipment, walls and furnishings must be left clean and undamaged. Any person or group causing damage will be required to pay for same, (4) Each group will be required to remove all beverage contai ners from premi ses, I (5) All other trash must be pagged and tied before being placed in bi ns. (1) When an event requires recreation personnel, staff will be responsible for unlocking and securing facility, (2) If event does not require recreation personnel, keys may be obtained/returned in Recreation office, 211 Eighth Street, Mond~ through Friday, 8:00 a.m. to 5:00 p.m. I. Miscellaneous. (1) Contracts will be issued to adults only, At events conducted one time only, person signing application and receiving contract must be present at event, (2) Groups must maintain a regular attendance of no less than thirty (30) people for large rooms and ten (10) people for use of small rooms to retain a valid contract, (3) If a group fails to use facility on three consecutive reservation dates, contract will be cancelled. (4) No alcoholic beverages shall be served to anyone under 21 years of age. Injuries caused to any person as a result of alcoholic beverages being consumed on City premises, or arising off City premises, or as a result of alcohol being available on City premises, shall be the sole responsibility of the organization, its sponsor and adult representative. (5) An adult chaperone (21 years of age) will be required for every fifteen (15) children at youth events, (6) Gambling shall not be permitted in facility or on City grounds at any time. (7) No activities of a partisan, political nature shall be permitted unless authorized by the City Council. (8) Any infraction of these rules and regulations shall be cause for refusal of any further use of City facilities. Section 3. Special Arrangements, A. The City will supply assistance in arranging tables and chairs for a charge equal to the labor expenses involved. To cancel or change the time of this service, 48 hours notice is required; otherwise, the quoted charge will be made. B. In some instances, arrangements may be made with the City to store certain supplies in locked areas to which only the user and the City have access. The City assumes no responsibility for such stored materials, Section 4. Resolution Number 3242 is hereby rescinded.
