In addition to reviewing improvement plans using these standards and specifications, our engineers use these plans and specifications when preparing engineering bid documents for capital improvement projects for municipal clients in the local area. Our engineers are not just plan reviewers, they are licensed professionals that make sound engineering decisions and communicate effectively with internal and external clients. The plan check will be routed to the most appropriate and qualified staff based on expertise and ability to meet the required turn -around time. After a Quality Assurance review by the project manager, the plan review comments will be routed to City staff for final review and transmittal to the applicant. Our online database will then be updated to reflect status of the submittal. All formal project submittals will be routed through the City in order to maintain the accountability and integrity of the plan check process. Page 112 ...V` ANNEALTA GROUP Annealta can accommodate the standard plan review turnaround time that is required by the City. Our typical goal is to provide plan review comments on the first submittal within 10 working days, and within 10 working days on all subsequent submittals. Our organization is extremely flexible and has the ability to meet shorter turn -around times if requested by the City and applicant. One of our goals is to make the first plan review comments as thorough as possible and reduce the possibility of new comments coming up later in the plan review process. Additionally, our staff strives to be proactive in plan review and will contact the applicant as needed to review technical questions. This can often help eliminate costly re -submittals. Plan Check The scope of work may include the following tasks: ✓ Perform review of civil related improvement plans, grading, sewer, storm drain, and erosion control. ✓ Perform review of parcel maps, tract maps, easements, and lot line adjustments. ✓ Perform review of traffic signal installation or modification plans. ✓ Perform review of studies and reports such as sewer, drainage, geotechnical, and WQMP. ✓ Knowledgeable about commonly used software programs and Orange County Hydrology and Local Drainage Manuals. ✓ Prepare plan check comments in concise and understandable manner. ✓ Perform review of encroachment permit applications, including permit conditions, traffic control, working hours, and fees. ✓ Interact with private and public personnel. ✓ Submit resumes for permit technician/engineers who will provide 25 hours per week of permit reviews and processing. When the Consultant returns comments to the Developer's Surveyor/Engineer, the Consultant shall log and package shall include: ✓ Electronic Map Check Mark-ups (Map, Reports and/or Calculations) ✓ Completed City Checklist ✓ Additional Comments List(s) ✓ Consultant shall copy the City on all communications Peer Review Plan Check We understand that the selected consultant may also be responsible for peer review, including independent review of PS&E and other documents. KEY SPECIFIC DUTIES ✓ Communicate with the City to identify critical project issues ✓ Project site examination ✓ Engineering plan check — both horizontal and vertical elements ✓ If required, establishment of QA/QC protocol including the following: In the design phase of a construction project, the quality assurance program will focus on the procedures that the design engineer has implemented to ensure that the design meets quality standards. It will specify qualifications for designers; sign off approvals for plan preparation, revision and approval protocols; and minimum standards for the materials called for in the plans. f The quality assurance program will review the contractor's processes for determining which suppliers are qualified to deliver the required quality. Quality control applies the process, makes sure the selected suppliers meet the qualification criteria and carries out any testing that is required. Plant inspection and testing will be required for many materials including asphalt. The contractor will be held responsible for corrective action if the inspector find that material is not as specified or does not meet the required quality standards. ■ Quality assurance specifies how to determine the applicable construction standards. We will set up a process that allows evaluation of a construction specification or project description to identify standards that will result in the quality the City wants, in addition to satisfying legal and Green Book r requirements. The program will include specific tests for basic materials such as asphalt, steel and concrete. Electronic Pian Check Various cities have adopted the process of utilizing Electronic Plan Check. Electronic Plan Check programs enables applicants to submit Portable Document Files (PDF), as an alternative to submitting the required application, construction drawings, and supportive documentation (i.e. structural calculations, soils reports, water supply tests, etc.) in the traditional paper form. Moving from hard copy review to electronic plan review reduces the turnaround time as well as enhances communication throughout the process. Many cities are utilizing a variety of software programs to adopt this method as a means to improve customer service, reduce turnaround time and cost for the applicant. Page 114 10 ANNEALTA GROUP Annealta Group staff is familiar with electronic plan check process and have provided this service to many of our clients. Utilizing electronic plan check we are able to efficiently manage, track, review and communicate plan review comments and approvals in real time with the applicant. This process improves collaboration and promotes project transparency with all stakeholders. We are proficient using various software applications, including ProjectDox, EnerGov, e-PlanSoft, Bluebeam, Revu, Adobe, TrakiT, SmartGov and NewForma. When requested, plan reviews will be conducted using the County's electronic plan check system. Quality Control Our entire team will create and apply tailored and proven management systems that (` --- work and will carefully monitor program effectiveness, closely tracking work quality, quantity, and cost for all projects. Delivering projects under aggressive schedules - _...- q ty P j 9 P 1 99 ---- ._. - - -I?=--.M-- requires careful management, administration; and oversight of project development I -- teams from inception to completion with complete ownership of all aspects. This— approach and detailed oversight produce projects that are typically free of errors. However, should a project encounter a problem, our staff will work closely with the °--•-------- City and its staff to quickly make the necessary corrections. Based on our experience, we will focus our efforts in the following areas: Project Documentation - The project manager and reviewer will adhere to established standards for project record keeping. For public projects, the Caltrans - - - -- _ --- - - -- model provides an excellent framework that we have built upon and utilize on all projects large or small in an effort to deliver the project and protect the City's— interest should an issue arise. Customer Service - Public works personnel assigned will be well versed and ,-- have relevant experience in the communication needed when working in a municipal environment. Projects will likely impact residents and businesses that must first be identified and then treated in a respectful and understanding manner - during the life of the project. Our staff will seek to identify potential issues as early 1 -'4— on in the review process as possible and adhere to strong and accurate communications for the entire project process. Communication Plan A critical and essential element in project management is regular communication with the City to obtain direction on project issues impacting project scopes, budgets, schedules, and community sensitivities. We will immediately bring urgent project issues to the City. We will also establish fluid communication among our team and the City through recurring meetings described below: • Weekly meetings with the City to review staff report agendas, CIP procedural or program issues. • Weekly project status meetings with the Project Management staff to review project status. • Regular meetings of Project Development Teams on key capital projects. Page 115 0 ANNEALTA GROUP Schedule Control Our staff has many years of experience managing projects and delivering them on- time and within- budget. Our success is due to our detailed approach throughout the life of a project. From the very start of a project, we establish a clear understanding of the critical components and key benchmarks that need to be achieved to stay on schedule. These are used on a daily/weekly basis to closely work with all departments and outside agencies to ensure the schedule and budget are monitored. Despite this approach, some projects may fall behind schedule. If this occurs, Annealta will quickly review the reasons for the delay, identify options for getting the project back on track, and implement the selected option after consulting with the City. Scope, schedule and budget impacts of the delay will be scrutinized to ensure critical elements are not jeopardized by implementation of the corrective action. Annealta is committed to ensuring the necessary resources are dedicated to the project so it remains or is brought back on schedule. UNINTENTIONAL FAILURE TO DISCLOSE HAZARDS In Section III — Common Policy Conditions, Paragraph C. Concealment, Misrepresentation or Fraud is amended to include the following additional paragraph: Unintentional failure of an "employee" of the insured to disclose a hazard or other material information will not violate this condition, unless an "executive officer" (whether or not an "employee") of any insured knows about such hazard or other material information. P. OTHER INSURANCE, INCLUDING PRIMARY PROVISION In Section III — Common Policy Conditions, Paragraph H. Other Insurance, subparagraphs 2. and 3. are replaced by the following: H. Other Insurance If other valid and collectible insurance is available to the insured for a loss we cover under this insurance, our obligations are limited as follows: 1. Primary Insurance This insurance is primary except when Paragraph 2 below applies. If this insurance is primary, our obligations are not affected unless any of the other insurance is also primary. Then, we will share with all that other insurance by the method described in Paragraph 3 below. 2. Excess Insurance a. This insurance is excess over:, (1) Any of the other insurance, whether primary, excess, contingent or on any other basis: (a)That is Fire, Extended Coverage, Builder's Risk, Installation Risk or similar coverage for "your work"; (b)That is insurance that applies to "property damage" to premises rented to you or temporarily occupied by you with permission of the owner; or (c) If the loss arises out of aircraft, "autos" or watercraft to the extent not subject to Exclusion g. of Section II.B. Exclusions, 1. Applicable to Business Liability Coverage; or (2) Any other primary insurance available to you covering liability for damages arising out of the premises or operations for which you have been added as an additional insured. b. When this insurance is excess, we will have no duty to defend the insured against any "suit' if any other insurer has a duty to defend the insured against that "suit." If no other insurer defends, we will undertake to do so, but we will be entitled to the insured's rights against all those other insurers. c. When this insurance is excess over other insurance, we will pay only our share of the amount of the loss, if any, that exceeds the sum of. (1) The total amount that all such other insurance would pay for the loss in the absence of this insurance; BOP -47635a (07/16) Includes copyrighted material of Insurance Services Office, with its permission, 2016. Page 10 of 11 (2) The total of all deductible and self-insured amounts under all that other insurance. d. We will share the remaining loss, if any, with any other insurance that is not described in this Excess Insurance provision and was not brought specifically to apply in excess of the Limits of Insurance shown in the Declarations of this Coverage Part. 3. Method of Sharing If all of the other insurance permits contribution by equal shares, we will follow this method also. Under this approach, each insurer contributes equal amounts until it has paid its applicable limit of insurance or none of the loss remains, whichever comes first. If any of the other insurance does not permit contribution by equal shares, we will contribute by limits. Under this method, each insurer's share is based on the ratio of its applicable limit of insurance to the total applicable limits of insurance of all insurers. Q. WAIVER OF SUBROGATION REQUIRED BY CONTRACT In Section III — Common Policy Conditions, Paragraph K. Transfer of Rights of Recovery Against Others To Us, subparagraph 2. is replaced by the following: 2. Applicable to Businessowners Liability Coverage: We will waive the rights of recovery we would otherwise have had against another person or organization, for loss to which this insurance applies, provided the insured has waived their rights of recovery against such person or organization in a contract or agreement that is executed before such loss. To the extent that the insured's rights to recover all or part of any payment made under this Coverage Part have not been waived, those rights are transferred to us. The insured must do nothing after loss to impair them. At our request, the insured will bring "suit" or transfer those rights to us and help us enforce them. This paragraph does not apply to Medical Expenses Coverage. All other terms and conditions of the policy remain unchanged.
