Badum, Director of Public Works/City Engineer Subject: AWARD OF CONSTRUCTION CONTRACT FOR CENTRAL AVENUE/4TH STREET ROUNDABOUT & MAIN STREET/CENTRAL AVENUE STREET IMPROVEMENTS, PROJECT NO. 803 GENERAL DESCRIPTION The proposed City Council action will award a contract for: the construction of the Central Avenue/4th Street Roundabout & Main Street/Central Avenue Street Improvements, Project #803 to the lowest responsible bidder, Nobest, Inc., in the amount of$98,498.20 and authorize the City Manager to execute same. DISCUSSION On April 12, 1999, City Council approved plans and specifications for the Central Avenue/4th Street Roundabout, Project #803. The proposed project will construct a roundabout at the intersection of Central Avenue and 4th Street. Included in the project is the construction of curb, gutters, pavement, irrigation, landscaping, safety lighting, and signing. Also included in this project is the construction of curb, gutter, sidewalk, pavers, and street trees on Main Street and Central Avenue. This work is being performed as a cooperative project between the City and private property and business owners and was added to the roundabout project to expedite the project and take advantage of bid prices. Under the City's Municipal Codes and conditional use permits, the property owners at 113-116 Main Street and 143 Main Street are required to share in the cost to remove and replace existing curb, gutter, and sidewalk. The work to be performed adjacent to 113-116 Main Street also includes the installation of two new street trees, grates, and pavers. The work to be performed adjacent to 143 Main Street also includes the removal and replacement of curb, gutter, and sidewalk along Central Avenue from Main Street to the alley. In order to preserve the existing Ficus trees along Central Avenue, it will be necessary to narrow the street by one foot to accommodate new curb and gutter. This realignment necessitates the continuation of curb, gutter, and sidewalk construction to 8tStreet. The work will include the installation of pavers, grates, and two additional street trees. 1 AGENDA ITEM Central Avenue/4th Street Roundabout City Council Staff Report May 24, 1999 On May 19, 1999, the following bids were received and opened by the City Clerk: Central Avenue/4th Street Roundabout&Main Street/Central Avenue Street Improvements, Pro'ect#803, Bid Results Name Amount 1 Nobest, Inc. $98,498.20 2 Excel Paving Co. $127,850.00 3 $0 Although plans and specifications were distributed to eleven potential bidders, only two bids were received. Several potential bidders responded that they had exceeded their bonding limits and could not bid the project. However, the low bid for the Central Avenue/4th Street Roundabout Project is competitive and is slightly higher(9%)than the City's estimated cost of$ 90,000. Nobest has successfully performed work for the City on past contracts such as the 12th Street Rehabilitation Project. City staff recommends that the construction contract for the Central Avenue/4th Street Roundabout&Main Street/Central Avenue Street Improvements, Project #803, be awarded to Nobest, Inc. in the amount of$98,498.20. Management and inspection of the construction will be performed by the City's Public Works contract engineering and inspection staff FISCAL IMPACT: Funds for the Central Avenue/4t Street Roundabout&Main Street/Central Avenue Street Improvements and the City's share of the Main Street and Central Avenue street improvements are currently within the City's Capital Improvement Program budget under the Central/4th Roundabout and the Annual Sidewalk, Curb, and Gutter Rehabilitation Program accounts. RECOMMENDATION: Staff recommends that the City Council : 1. Award a contract for the construction of Central Avenue/4th Street Roundabout& Main Street/Central Avenue Street Improvements, Project#803 to the lowest responsible bidder, Nobest, Inc., in the amount of$98,498.20;and 2.
