Badum, Director of Public Works/City Engineer Subject: FY 98-99 CITY WIDE STREET SEALING PROJECT - 674 GENERAL DESCRIPTION The proposed City Council action will approve the plans and specifications, and authorize Staff to initiate the bidding process so that a contract may be awarded in June for a construction project to seal various streets throughout the City. DISCUSSION: The proposed project will seal various street pavements within the City. Sealing extends the effective life of asphalt concrete pavements by placing a protective seal over existing pavement surfaces that are just beginning to show signs of wear. It can also be applied to streets in average condition to slow the deterioration before a maintenance overlay can be performed, but it will not stop reflective cracking. Due to last yea's high bid prices, both programs haven been combined and staff has checked with local contractors for price fluctuations. Slurry seal requires that the street be closed to traffic for the entire day until it properly cures. The residents are notified 48 hours in advance and no-parking signs are placed along the street. Some times tire tracks or gouges can appear because of wheel turn movements. While this will affect only the appearance of the streets and many times is unavoidable, much of this will disappear with time and traffic. Sealing allows the City to stretch pavement rehabilitation funds and maintain a higher level of pavement quality. For every dollar spent maintaining existing roads the City can save 4-5 dollars to prevent more costly overlays and re-constructions. Staff has completed the plans and specifications. Upon the successful bidding process and award of a contract, the project will be completed in July/August. Funds are currently available from within the City's Capital Improvement program. RECOMMENDATION: Staff recommends that the City Council approve the plans and specifications, authorize staff to initiate the public contract bidding process.
