Badum, Director of Public Works/City Engineer Subject: HARVARD LANE REHABILITATION, PROJECT NO. 673 GENERAL DESCRIPTION The proposed City Council action will approve the plans and specifications, and authorize Staff to initiate the bidding process so that a contract may be awarded on June 28, 1999 for the rehabilitation of Harvard Lane between College Park Drive and the cul-de-sac terminus. DISCUSSION: The proposed project will repair various sections of roadway pavement and place a rubberized asphalt overlay on Harvard Lane. Minor improvements to curb and gutter will also be included to correct local drainage problems. The plans and specifications were completed by W.G. Zimmerman Engineering. Upon the successful bidding process and award of a contract, the project will begin in late July/early August. The contract start date has been delayed in order to provide time for the existing high groundwater table to recede. High groundwater could negatively affect the paving process and increase construction costs for subbase repair. FISCAL IMPACT: The estimated cost to construct this project is $225,000. Gas Tax and Measure M funds are currently available within the City's 1998/99 Capital Improvement program budget within the Annual Pavement Rehabilitation Program. 1 AGENDA ITEM/9. e F~ Harvard Lane Rehabilitation City Council Staff Report May 24,1999 RECOMMENDATION: Staff recommends that the City Council approve the plans and specifications, authorize staff to initiate the public contract bidding process.
