Subject: RESOLUTION FOR COMBINED TRANSPORTATION
FUNDING PROGRAMS
GENERAL DESCRIPTION
The proposed action will pass two resolutions approving the submittal of improvement projects
to the Orange County Transportation Authority (OCTA) for funding under the Combined
Transportation Funding Program.
DISCUSSION:
In October 1998, OCTA issued a call for projects for the Combined Transportation
Funding Programs (CTFP). As part of the process, OCTA requires the City to pass a
resolution approving the submittal of improvement projects to the Orange County
Transportation Authority (OCTA) for funding under the Combined Transportation Funding
Program.
Under program criteria, Staff developed and applied for and gained approval for two
separate projects: Marina Drive Bridge Bike Lanes (Transportation Demand Management
- TDM) and Seal Beach Boulevard Signal Communication System (Signal Improvement
Program - SIP).
The Marina Bridge Bike Lane project qualified for the Measure M TDM program since
the bike lane for the bridge will complete the bike trail from Pacific Coast Highway to
Long Beach. This will join with the Seal Beach Regional Bike Way Project for the
construction of bike lanes from PCH to the bridge approach.
The TDM program funding will only be used for the construction of the bridge necessary
for the bike lanes and approach. This funding will be a supplement of the Federal HBRR
funds used for the reconstruction of the bridge. Note that the Measure M TDM funding is
a 100% funded and no agency match is required.

The second project qualified under the Measure M Signal Improvement (SIP) program to
augment GMA funds. The Signal Communication System is a complete "stand alone"
project which builds upon a prior Measure M SIP project and when completed, provides
immediate regional mobility and improves traffic flow along Seal Beach Boulevard.
It adds a fiber optic system on Seal Beach Boulevard from Lampson Avenue to Pacific
Coast Highway and ties in with the Caltran's Signal system. In addition, a closed circuit
television camera (CCTV) with incident detection and traffic management will be installed
at PCH and Seal Beach Boulevard and another CCTV will be installed at Seal Beach
Boulevard and I-405. The system may also be linked into the Police Station's existing
control system for communication and incident response.
The project will cost approximately $550,000. Measure M SIP funds will provide
$250,000 and the remaining funds will come from Growth Management Area #6 in the
amount of$300,000. No direct City funds will be expended for this project.
FISCAL IMPACT
No fiscal impact is anticipated. The Marina Bridge Bikeway Project is 100% funded
through Measure M TDM funds and the Seal Beach Boulevard Signal Project is funded
through outside GMA money and Measure M SIP money. No direct City funds will be
expended.
RECOMMENDATION
Upon motion of the consent calendar, it is recommended that the City Council:
1. Pass the attached resolutions approving the submittal of improvement projects to the
Orange County Transportation Authority (OCTA) for funding under the Combined
Transportation Funding Program.
