The purpose of this filing is to increase rates by reinstating, for a one -year period, the
balancing account amortization on rate Schedule Nos. OC -1 and OC -3M. The special
condition allows SCWC to amortize the accumulated undercollection in the supply
expense balancing account by adding a surcharge of $0.015 per Ccf to the quantity rates.
Because this advice letter is seeking authorization to increase rates, a Commission
resolution will be needed to approve this advice letter.
By D. 00-06-075, the California Public Utilities Commission (Commission) authorized
rates in the Orange County Customer Service Area for the first test year (Calendar 2000)
of general rate case Application No. 98-09 -040. Included in those rates as Special
Condition No. 2 on Schedule No. OC -1 and Special Condition No. 8 on Schedule No. CC-
3M was a temporary one -year surcharge ($0.020 per Ccf) to amortize the accumulated
undercollection in the supply expense balancing account.
SCWC ended the balancing account amortization listed on Schedules No. OC -1 and
OC -3M on June 26, 2001, as the approved tariffs state. This advice letter seeks to reinstate
the supply expense balancing account special condition at $0.015 per Ccf, in accordance
with the intent of the Ordering Paragraph No. 2 in D. 00- 06-075, which states, in part,
"SCWC is authorized to amortize, or "zero out," the current overcollection or
undercollection in each Supply Expense Balancing Account, Income Tax Memorandum
Account and Catastrophic Event Memorandum Account in each district where such
accounts exist."
The current undercollected balance (as of June 2001) in the Supply Expense Balancing
Account is $174,740. SCWC is requesting to amortize the balancing account balance at the
rate of $0.015 per Ccf for a one- year period, beginning on the effective date of this advice
letter.
If the proposed temporary surcharge of $0.015 per Ccf is granted, the typical customer
on rate Schedule No. OC -1, with a 5/8 x 3/ 4" meter, and using 23 Ccf per month will
experience an increase of $0.34 or 0.80% from $42.63 to $42.97.
SCWC respectfully requests approval of this advice letter at the earliest possible date.
SCWC is unaware if the actions requested in this advice letter are the subject of any
formal filings with the Commission, including a formal complaint, or action in any court
of law.
A protest is a document objecting to the granting in whole or in part of the authority
sought in this advice letter.
A response is a document that does not object to the authority sought, but nevertheless
presents information that the party tendering the response believes would be useful to the
Commission in acting on the request.
A protest must be mailed within 20 days of the date the Commission accepts the advice
letter for filing. The filing date is the date the advice letter was put on the Commission
Calendar. The Calendar is available on the Commissions website at iw — cp — ca ice.

A protest must state the facts constituting the grounds for the protest, the effect that
approval of the advice letter might have on the protestant, and the reasons the protestant
believes the advice letter, or a part of it, is not justified. If the protest requests an
evidentiary hearing, the protest must state the facts the protestant would present at an
evidentiary hearing to support its request for whole or partial denial of the advice letter.
The utility must respond to a protest with five days.

Copies of detailed workpapers supporting the rate calculations are being supplied to
the Commission staff for review. No individuals or utilities have requested notification of
filing of tariffs. Distribution of this advice letter is being made to the attached service list
in accordance with General order No. 96-A, Section III -G. SCWC is giving public notice of
this request to increase rates by publishing a notice in a local newspaper of general
circulation. Proof of publications will be provided to Commission staff when it becomes

The Service Charge is a readiness- to-serve charge applicable to all
metered service and to which is added the charge for water used
computed at the Quantity Rates.
1. All bills are subject to the reimbursement fee set forth on Schedule No. UR
2. The company shall not be required to install new mains to make this service available.
3. The annual service charge will be paid in advance and bills will be computed and rendered monthly
based on the total quantity of water delivered.
4. The customer, when requiring irrigation water, shall notify the Company at least twenty-four
(24) hours in advance, indicating the date and hour for commencement of such service.
5. No customer shall be eligible for service under this schedule unless irrigating five (5) or more
acres of land for citrus or other commercial crops.
6. Service under this schedule is subordinate to all other service schedule offered in this tariff
areas and is subject to interruptions in emergencies or at the Company's discretion. The
Company will not be liable for damage occasioned by interruption of service supplied under
this schedule.
7. The customer will pay, without refund, the actual cost of the irrigation service. The company
will furnish the meter at its expense.
8. Due to the undercollection in the Balancing Account, an amount of $0.015 per Ccf is to be added (N)
to the Quantity Rates for a period of 12 months, beginning on the effective date of Advice Letter (N)
1099 -W. (N)
9. Due to the increase in energy purveyor rates granted by D. 01 -01 -018, a surcharge in the amount
