SUBJECT: APPLICATION NO. 5-00-321
MARINA DRIVE BRIDGE REPLACEMENT
CLARIFICATION OF INTENT OF CONDITION 7.A.3
This letter is intended to memorialize and clarify the discussion that occurred after the
Commission action on August 7 regarding the above - referenced permit condition. It was
discovered after the Commission action that the bridge approved in northern California
did not include a sidewalk, and that the concerns of the City were correct. Further, the
Commission staff will interpret the language of Condition 7.A.3 to allow for the
following actions and activities to occur:
o Caltrans to provide the City as soon as possible an approved design and specifications
for the "Alaska" rail to be used in conjunction with a sidewalk installation, as is set
forth in approved Condition 7.A.3 for the Marina Drive Bridge project.
❑ The City will proceed with the preparation of bid documents, including plans and
specifications, that will indicate the currently approved Caltrans Type SW80 bridge
rail, with the "Alaska" rail as a bid alternate.
❑ The "Alaska" rail will not be utilized in the project unless it has been crash - tested in
conjunction with a sidewalk configuration and approved by Caltrans. In order for the
City to maintain its time schedule for the implementation of this project, said
completion of the crash test, and approval of standard plans and specifications for the
approved "Alaska" rail system by Caltrans, must be completed and provided to the
City by late -April to early May of 2002.
❑ If the "Alaska" rail has not completed the above crash testing and subsequent
approval of standard plans and specifications by Caltrans by late -April to early May
of 2002, the City will be permitted by Coastal Commission staff, without further
review by the Coastal Commission or the Executive Director, to proceed with the
completion of the project using the Type SW80 Bridge Rail. City to provide

verification of the bridge rail system to be installed to Coastal Commission staff 10
days prior to the initiation of installation of the bridge rail system.
The City appreciates the efforts of you and Pat Neal of the Business, Transportation, &
Housing Agency to work with our staff in clarifying the issues and concerns regarding
the appropriate bridge rail to be utilized as part of this project. It is our hope and desire to
comply with the desires of the Coastal Commission while at the same time providing a
bridge replacement project that conforms with all requirements of Caltrans to protect the
public health and safety of motorists, pedestrians, cyclists, and fisherman using the
Marina Drive Bridge.
Please respond in writing if this approach to the bridge railings is not consistent with our
discussions on August 7, 2001.
