HOUSING ELEMENTS: FINES, PENALTIES, AND LITIGATION Dear Assemblyman Lowenthal: The City of Seal Beach has become aware of your opposition to proposals to move portions of SB 910 into SB 262. Our community has been on record since April as opposing SB 910 and wanted to thank you for recognizing the adverse impacts of this legislation to local governments, and taking an appropriate action regarding this legislation. It is our understanding that a working group process will now move forward during the fall and provide an opportunity to advocate for broader reforms to the housing element process, and our staff will follow that process and provide input as appropriate.
