SUBJECT: AIRPORT LAND USE COADUSSION WORKSHOP -
REVISIONS TO AIRPORT ENVIRONS LAND USE PLANS
The Airport Land Use Commission (ALUC) will holding a workshop on July 18 between 4
and 7 PM to present proposed amendments to the Airport Environs Land Use Plan ( AELUP).
A second workshop is scheduled for August 15, and staff will attend both workshops. The
actual amendments are anticipated to be acted on in the fall of 2002.
The following issues have been identified by the ALUC as part of the proposed revisions:
• Compliance with the legal requirement (PUC Section 21674.7) to be guided by the
Airport Planning Land Use Handbook published by Caltrsns Division of Aeronautics.
• Segregation of the AELUP into separate volumes dealing with each individual airport,
and with heliport projects.
• Possible elimination of the AELUP for MCAS Tustin.
❑ Possible elimination of the AELUP for MCAS El Toro.
• Improved color graphics depicting the AELUP Planning Areas for noise impact,
ground safety, and height restrictions.
• Clarification of Avigation Easemem/Noise Disclosure policies.
❑ Possible adoption of Infill/Overtlight policies.
• Clarification of the ALUC's legal responsibilities /limitations.
• Addition of definitions as appropriate.
• Comprehensive revision of outdated, and typographically incorrect, text.
Staff will prepare a formal comment letter for City Council consideration when the proposed
amendments are in a 'final" form, focusing on Los Alamitos Joint Forces Training Base

(JFTB). There are several issues within the draft document that staff will attempt to clarify
during the workshop meetings. Among those are:
• Review of applicable Public Utility Code sections to ensure the ALUC is not
exceeding its duties as set forth in the Code regulations.
• Why have a definition of "single event noise exposure level (SENEL) ", when the
formally adopted noise criteria of the ALUC is "Community Noise Event Level
(CNEL)„
❑ In discussing accident potential zones, the ALUC indicates it will utilize an approved
"Air Installations Compatible Use Zones ( AICUZ)" study m the basis for defining
"Accident Potential Zones (APZs) ". The ALUC also indicates that "particular results
of an AICUZ may not be relevant based on characteristics unique to each installation."
Staff will attempt to clarify what particular results may not be relevant.
❑ There is language regarding determinations made by the ALUC prior the adoption of
the 1994 AICUZ study for Los Alamitos JFTB. It is not clear as to why this language
is included. Staff will attempt to clarify during the workshops.
❑ Staff will attempt to clarify the Height Restriction Zone for JFFB, as the map indicates
almost the entire city of Seal Beach is within that area of concern.
At the conclusion of the public workshops, a status memo will be provided.
