The Planning Commission met in regular session at 7:02 p.m. in the City Council Chambers.
Vice Chair Thomas led the Pledge of Allegiance.

Motion by Campbell, second by Klinger to approve the agenda.

Chair Miller opened oral communications. Deputy City Clerk Engstrom announced that there

CONSENT CALENDAR
A. Approval of April 18, 2022 Planning Commission Minutes.

Motion by Thomas, second by Klinger to approve the Consent Calendar.

PUBLIC HEARINGS
B. Minor Use Permit (MUP 22-2) 1615 Electric Avenue
Applicant: Efrain Coronado
Request: Request for a Minor Use Permit (MUP 22-2) to allow exterior and interior
alterations that are less than 25 percent of the interior walls within an existing
multifamily residence that is nonconforming due to density, setbacks, and parking
located in the Residential High Density (RHD-20) zoning area.
Recommendation: After conducting the Public Hearing, staff recommends that the
Planning Commission adopt Resolution No. 22-6, APPROVING Minor Use Permit 22-
2 with Conditions.
Community Development Director Smittle called upon Assistant Planner Cuevas who
provided a comprehensive staff report.
Chair Miller opened the public hearing. Speaker: Efrain Coronado spoke regarding his
project. Chair Miller closed the public hearing.
Motion by Klinger, second by Massetti that the Planning Commission adopt Resolution No.
No. 22-6, APPROVING Minor Use Permit 22-2 with Conditions.

Senior Assistant City Attorney Greyson noted that this item is appealable, and the 10-day
appeal period begins Tuesday, May 3, 2022.
C. Conditional Use Permit (CUP 22-3)
12300 Seal Beach Boulevard Applicant: Amelia Beltran Request:
Request for a CONDITIONAL USE PERMIT (CUP 22-3) to allow the construction of
3,096 square foot drive-up canopy structure within the parking lot of the Old Ranch
Towne Center in the Commercial General (CG) Zone.
Recommendation: After conducting the Public Hearing, staff recommends that the
Planning Commission adopt Resolution No. 22-7, APPROVING Conditional Use
Permit 22-3 with Conditions.
Community Development Director Smittle called upon Assistant Planner Cuevas who
provided a comprehensive staff report.
Commissioner Campbell's questions regarding the location of the canopy.
Chair Miller opened the public hearing. Speaker: There were no speakers. Chair Miller
closed the public hearing.
Motion by Miller, second by Klinger that the Planning Commission adopt Resolution No. 22-
7, APPROVING Conditional Use Permit 22-3 with Conditions.

D. Conditional Use Permit (CUP 22-1) 128 Main Street
Applicant: Debra Gietter
Request: Request for a Conditional Use Permit (CUP 22-1) to allow a business
office use on the ground floor along Main Street in the Main Street Specific Plan
(MSSP) zoning district.
Recommendation: After conducting the Public Hearing, staff recommends that the
Planning Commission adopt Resolution No. 22-08, APPROVING Conditional Use
Permit 22-1 with Conditions.
Community Development Director Smittle read into the record a change to the third page of
the staff report regarding the finding in the analysis section — noting, there are only four (4)
findings not five (5) as indicated in the staff report and redlined below.
Additional Findings for uses within Main Street Specific Plan
In reviewing applications for conditional use permits for the Main Street area, the Planning
Commission must evaluate each proposed use in order to consider its impact on the City.
No conditional use permit shall be granted within the Main Street Specific Plan unless the

Planning Commission makes all of the following findings in addition to the four five findings
listed above.
Community Development Director Smittle called upon Interim Senior Planner Bashmakian
who provided a comprehensive staff report and background and why this item is being heard
for a second time.
Chair Miller opened the public hearing. Speakers: Debra Gietter, Rob Jahncke, Carla
Watson, Kori DeLeon, Lorette Murphree, Sharon, Frank Carvajal, Kim, Jan Stogen, Marc
Loopesko, Lisa Haney, Joyce Ross-Parque, Mike, Jim Klisanin, and the owner of Endless
Summer. Chair Miller closed the public hearing.
Commissioners expressed their concerns and questions were addressed.
There was discussion between the City Attorney and the Chair regarding specifics on why
finding number two cannot be made. Senior Assistant City Attorney Greyson provided two
options for the Chair, to continue the item to the next meeting or call a recess to prepare a
resolution denying Conditional Use Permit 22-3.
Motion by Miller, second by Thomas to recess the Planning Commissioner meeting for ten
(10) minutes for staff to prepare a revised resolution for Planning Commission to consider
for adoption denying Conditional Use Permit 22-3.

The Planning Commission reconvened at 8:58pm at which time all Planning Commissioners
were present.
Chair Miller read section four (4) of the revised resolution into the record.
Commissioners provided additional comments.
Motion by Miller, second by Massetti that the Planning Commission adopt Resolution No.
22-08, DENYING Conditional Use Permit 22-1 with Conditions.

ADJOURNMENT
Chair Miller adjourned the Planning Commission meeting at 9:12 pm to Monday, May 16,
