ROLL CALL Present: Commissioners: Miller, Massetti, Klinger, Campbell, Thomas Absent: None Staff Present: Amy Greyson, Senior Assistant City Attorney Alexa Smittle, Community Development Director Art Bashmakian, Interim Senior Planner Marco Cuevas, Jr., Assistant Planner Gloria D. Harper, City Clerk Dana Engstrom, Deputy City Clerk City Clerk Harper read into the record the correct spelling of Senior Assistant City Attorney Greyson's name and title; the removal of double wording in the adjournment; and, noted there are six (6) pages for Resolution 22-02 — Item B. APPROVAL OF AGENDA Motion by Klinger, second by Thomas to approve the Agenda. AYES: Klinger, Miller, Massetti, Campbell, Thomas NOES: None ABSENT: None ABSTAIN: None Motion Carried PUBLIC COMMUNICATIONS Chair Miller opened public communications. City Clerk Harper announced that five (5) emailed comments were received. Speakers: None. Chair Miller closed public communications. CONSENT CALENDAR A. Approval of January 18, 2022 Planning Commission Minutes. APPROVAL OF CONSENT CALENDAR Motion by Campbell, second by Klinger to approve the Consent Calendar. AYES: Klinger, Miller, Campbell, Thomas, Massetti NOES: None ABSENT: None ABSTAIN: None Motion Carried • CONTINUED ITEMS — None NEW BUSINESS - None SCHEDULED MATTERS — None PUBLIC HEARINGS B. Conditional Use Permit 22-1 128 Main Street Applicant: Debra Geiter Request: Request for a Conditional Use Permit (CUP 22-1) to allow a business office use on the ground floor along Main Street in the Main Street Specific Plan (MSSP) zoning district. Recommendation: After conducting the Public Hearing, staff recommends that the Planning Commission adopt Resolution No. 22-02, APPROVING Conditional Use Permit 22-1 with conditions. Community Development Director Smittle called upon Interim Senior Planner Art Bashmakian who provided a comprehensive staff report and indicated that no correspondence was received regarding the project. Questions from Chair Miller and Commissioners Massetti, Klinger, Thomas and Campbell were answered by Interim Senior Planner Art Bashmakian Applicant Debra Geiter addressed the Commission. Chair Miller opened the public hearing. City Clerk Harper announced that six (6) emailed comments were received. One (1) additional email was received after the meeting for a total of seven (7) emailed comments. Speaker: There were no speakers. Chair Miller closed the public hearing Motion by Thomas, second by Klinger that the Planning Commission adopt Resolution No. 22-02, APPROVING Conditional Use Permit 22-1 with conditions. AYES: Campbell, Massetti, Klinger, Thomas NOES: Miller ABSENT: None ABSTAIN: None Motion Carried Senior Assistant City Attorney Greyson noted that this item is appealable, and the 10-day appeal period begins Tuesday, March 22, 2022. C. Conditional Use Permit 22-2 231 14th Street Applicant: Yolanda Davies Request: Request for a Conditional Use Permit (CUP 22-2) to allow an interior remodel and the expansion of the living room and addition of new front porch to an existing residence on a property that is nonconforming due to setbacks in the Residential High Density (RHD-20) zoning district. Recommendation: After conducting the Public Hearing, staff recommends that the Planning Commission adopt Resolution No. 22-03, APPROVING Conditional Use Permit 22-2 with conditions. Community Development Director Smittle called upon Assistant Planner Marco Cuevas, Jr., who provided a comprehensive staff report and indicated that no correspondence was received regarding the project. Chair Miller opened the public hearing. City Clerk Harper announced that no emailed comments were received. Speakers: Karl Huy and Jon Udoff. Chair Miller closed the public hearing. Motion by Klinger, second by Miller that the Planning Commission adopt Resolution No. 22-03, APPROVING Conditional Use Permit 22-2 with conditions. AYES: Miller, Campbell, Massetti, Klinger, Thomas NOES: None ABSENT: None ABSTAIN: None Motion Carried Senior Assistant City Attorney Greyson noted that this item is appealable, and the 10-day appeal period begins Tuesday, March 22, 2022. DIRECTOR'S REPORT Community Development Director Smittle announced that this would be the last virtual meeting and noted that the Planning Commission will meet in-person for the next scheduled meeting.
