A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH DECLARING ITS INTENTION TO ESTABLISH
A BUSINESS IMPROVEMENT AREA PURSUANT TO CALIFORNIA
STREETS AND HIGHWAYS CODE SECTIONS 36500, Er SEQ.

THE CITY COUNCIL OF THE CITY OF SEAL BEACH HEREBY FINDS, DETERMINES, RESOLVES
AND ORDERS AS FOLLOWS:
Section 1. The City Council hereby declares its intention to establish a I
Business Improvement Area pursuant to California Streets and
Highways Code Sections 36500, et ~.
Section 2. A description of the boundaries of the proposed Business Improve-
ment Area is attached hereto as Exhibit A.
Section 3. A hearing shall be held by the City Council to consider estab-
lishment of such Business Improvement Area. The time and place
of such hearing shall be as follows:

Section 4. The City Clerk is hereby authorized and directed to cause notice
of the hearing to be given by both the following:
(a) One publication of this resolution in a newspaper.
of general circulation in the City.
(b) Mailing of a complete copy of this resolution to
each business in the proposed Business Improvement
Area.

Publication and mailing shall be completed at least ten days
prior to the time of the hearin9.
Section 5. The proposed uses to which the proposed revenue shall be put
are the general promotion of business activities in such
Business Improvement Area and are more particularly set forth
on EXhJbit B, attached hereto.
Section 6. A description of the system of charges which will be used and
the businesses upon which the levy will be made are set forth
on Exhibit C, attached hereto.
Section 7. The City Council hereby finds and determines that the charges
to be imposed pursuant to the proceedin9s comtemplated by this
resolution are based upon a reasonable classification of
business, giving consideration to various factors, including
general benefit to business and the degree of benefit received
thereby.
Section 8. At any time after the adoption of this resolution, but not I
later than the close of the hearing, any owner of a business
liable to be charged or such owner's authorized representative
may make written protest against the establishment of the
proposed Business Improvement Area. Such protests shall be in
writing, shall be executed subsequent to the date of adoption
of this resolution, shall contain a description of the business
in which each signer thereof is interested sufficient to
identify the same, and if the signers are not the owners of such
business, the written protest shall contain or be accompanied
by written evidence that such signers are the authorized
representatives of the owners of such business. At the time

set for the hearing, the City Council shall proceed to hear
and pass upon the protests to the proposed Business Improve-
ment Area. Any such protests may be withdrawn, in writing,
at any time prior to the conclusion of the hearing.

Resolution Number #65'
PROPOSED ANNUAL PROGRAM
1. Increased communication and cooperation among all businesspersons,
retailer and non-retailer alike, through dissemination of newsletters
on a regular basis and special bulletins, when necesary; publication
and distribution of business directories; etc.
2. Monitoring and working with the City Council and staff on entrance
signing to Old Town, architectural and signage guidelines, parking,
new street lights and benches, police protection, parade coordination,
etc.
3. Scheduling workshops and seminars on such topics as: customer service,
problems/strategies of the professional or service business, interior
and window display techniques, security. advertising and promotion,
merchandising, etc.
4. Business recruitment efforts, both volunteer and through the paid
staff, to assist property owners in leasing vacant space.
5. The planning and scheduling of four maior sales promotions: New Year's
Sale in January, Spring Sidewalk Sale in March, Summer Solstice Sale
in June and Fall Sidewalk Sale in October.
6. The promotion of Old Town Seal Beach through involvement in already-
scheduled events, such as 10-K Runs, the Rough Water Swim, etc. These
events, while not usually beneficial in immediate sales, do serve
to bring people into the area and offer valuable exposure. They also
offer an opportunity for media coverage, which does not often happen
during sales promotions.
7. Emphasis on Christmas programming. . . A Santa Claus for Old Town,
properly housed. Also, improvements and upgrades of street decorations
and the Christmas parade.
8. Approximately 50% of the annual budget will be used to hire a paid
professional Director, who will be responsible for seeing that the
promotions, services and other activities described in this proposed
program are carried out.

PROPOSED ASSESSMENT FORMULA
The proposed assessment formula is designed, as fairly as possible, to
generate fees from the affected businesses in relation to the benefits
they will derive from the various activities. The District has been divided
into two zones of benefit:,Zone I, Main Street, the area of primary
benefit; and Zone 2, the area of secondary benefit.
Businesses within the boundaries of the proposed district have been separated
into four classifications. These classifications are Retail, Professional,
Service and Non-Retail, Other.
Businesses classified as Professional include, but are not limited to:
Accountants, Architects, Attorneys,
Chiropractors, Consultants, Dentists,
Designers, Draftsmen, Engineers, Interior
Designers, Optometrists, Osteopaths,
Physicians, Surgeons, Veterinarians
Businesses classified as Service include, but are not limited to:
Advertising Brokers, Banks, Barber Shops.
Beauty Shops, Contractors, Developers,
Employment Agencies, Insurance Agents and
Brokers, Escrow Agents, Real Estate
Brokers and Agents, Savings & Loans, Secretarial
Services, Shoe Repair Shops, Stock & Bond Brokers,
Thrift & Loan Companies, Travel Agencies
Businesses classified as Non-Retail, Other include, but are not limited
to: .
Auto Repair, Carpet Cleaners, Hotels,
Laundromats, Locksmiths, Motels,
Newspapers, Office Buildings, Photographers,
Plumbers, Radio & TV Repair, Theatres
Businesses which do not fall into any of the above classifications will
be classified as Retail.
All firms classified as Professional, Service and Non-Retail, Other and
