CALIFORNIA APPROPRIATING ADDITIONAL FUNDS AND SETTING THE APPROPRIATIONS LIMIT FOR FISCAL YEAR 1983/84 AS REQUIRED BY ARTICLE XIIIB OF THE STATE CONSTITUTION MORE COMMONLY KNOWN AS PROPOSITION 4. THE GANN INITIATIVE. I THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: WHEREAS. it is necessary to establish, each fiscal year. an appropriation limit to curtail expenditures of tax revenues in compliance with Article XIIIB of the State Constitution; and WHEREAS, it is desirable to set aside matching funds for the City's share of Pier Reconstruction; and WHEREAS. it is desirable to set aside funds for replacement of fixed assets; and WHEREAS, it is important to set the appropriations limit before the annual City budget; and WHEREAS. it has been determined that establishment of an appropriations limit is a legislative act. NOW. THEREFORE, BE IT RESOLVED that for the fiscal year ending June 30. 1984. the City of Seal Beach establishes an appropriations limit of I $4,935,510 which excludes appropriations of $4.702,990 not subject to the spending limit imposed by Article XIIIB of the State Constitution. BE IT FURTHER RESOLVED that for the fiscal year ended June 30, 1983, the sum of $300.000 be set aside as the City's share of pier restoration costs plus $370.000 for replacement of fixed assets from proceeds of taxes accruing to the City.
