HomeMy WebLinkAboutCC Res 3232 1983-01-24 I I I I RESOLUTION NlJl.IBER .;3dE.:l A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, ESTABLISHING WATER SERVICE RATES AND RESCINDING RESOLUTION NUMBER 3017 THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: WHEREAS, Section 26-8 of the Code of the City of Seal Beach does prov1de that m1nimum monthly rates for water service, a spec1fied quantity of water to be furn1shed with the min1mum monthly rate, and add1tional charge for water used 1n excess of sa1d specif1ed quantity of water be estab11shed and fixed by resolution. NOW, THEREFORE, BE IT RESOLVED that the following water serV1ce rates are hereby established and f1xed as follows: 1, Where water is furn1shed through a meter, the monthly min1mum rate to be charged for each meter 1nstalled shall be Four Dollars and Ninety Cents ($4.90), 2. The monthly minimum rate to be charged for water furnished through meters shall be for the use of the first seven hundred cubic feet (700 c.f,), or part thereof, of water furnished through such meter. 3, All water furn1shed through each meter 1n excess of the first seven hundred cubic feet (700 c.f.) shall have an add1tional charge of Seventy Cents ($,70) for each add1- tional one hundred cub1c feet (100 c.f.) or part thereof, for the next one m1llion cubic feet (1,000,000 c.f.). 4, For each add1tional one hundred cub1c teet (100 c.t.) above the first one m1llion seven hundred cubic feet (1,000,700 c.f.), the rate shall be eighty-seven percent (87%) of the rate charged for the first one m1ll1on seven hundred cub1c feet (l,OOO,~OO c.f.). BE IT FURTHER RESOLVED that the future water service rates shall be established 1n the follow1ng manner: 5, By October I, 1983 and each succeed1ng year, the City shall have prepared a Water Uti11ty Financ1al Report that shall be an accounting of the revenues and expen- ditures for the past fiscal year ending June 30th. Based upon the Water Utility F1nancial Report, the C1ty Manager shall establish water service rates that will assure suff1cient funds for annual capital improvements and maintenance of the water system, The water service rates shall provide water revenues 1n an amount wh1ch pro- vides for depreciation of the water system in the form of a fixed asset expense cost of $423,500 per year beg1nn1ng July 1, 1987 and each year thereafter. The fixed asset expense cost for each year pr10r to that shall be as follows: Fiscal Year Fixed Asset Expense 1983/84 1984/85 1985/86 1986/87 $197,130 282,380 279,480 312,580 , . o , . . . , , I I I . , , ." Resolution No, 3232 The fixed asset expense shall be over and above water utility expenditures, including, but not lim1ted to, operat1onal and administrative expenses, bond debt serV1ce and loan repayments. 6. By October 15, 1983 and each succeeding year, the C1ty Manager shall subm1t the Water Utility F1nancia1 Report and proposed water service rates to the City Council for their review and approval, 7. By December l, 1983 and each succeed1ng year, the C1ty Manager shall not1fy the pub11c of the new water serV1ce rates, 8, On January l, 1984 and each succeeding year, the new water serV1ce rates shall become effective, BE IT FURTHER RESOLVED that Resolution No. 3107 is hereby resc1nded and that the aforement10ned water rates and quant1ties set forth shall become effective on the 1st day of February, 1983.
