A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH REQUESTING THE COUNTY OF ORANGE TO INCLUDE WITHIN THE ARTERIAL HIGHWAY FINANCING PROGRAM THE IMPROVE- MENT OF SEAL BEACH BOULEVARD I WHEREAS, the C1ty of Seal Beach desires to improve Seal Beach Boulevard from 600 feet north of Westminster Boulevard to 800 feet south of Westminster Boulevard; and WHEREAS, Seal Beach Boulevard is an important artery in the County of Orange and of general County interest; and WHEREAS, Article 2 and Article 3, Chapter 9, D1v1s10n 2 of the Streets and Highways Code author1zes a County, if 1t so des1res, to expend funds apportioned to it out of the California Highway Users Tax Fund for a1d to any C1ty in the improvement, con- struct10n or repa1r of a street w1thin a C1ty; and WHEREAS, the Board of Supervisors intends to, by appropriate action, pro- vide 1n the County Road budget for the F1sca1 Year 1983/84, a sum of money for the 1mprovement of streets within the incorporated cit1es of the County 1n accordance w1th the Orange County Arterial Highway Financing Program. I NOW, THEREFORE, BE IT RESOLVED that the Counc11 of the C1ty of Seal Beach hereby requests the Board of Supervisors of the County of Orange to allocate to said C1ty from County funds the amount of $75,000, sa1d amount to be matched by funds from said City, to be used to a1d sa1d C1ty 1n the improve- ment of Seal Beach Boulevard between 600 feet north of Westm1nster Boulevard to 800 feet south of Westm1nster Boulevard, said improvements to be in accordance with the attached project statement. BE IT FURTHER RESOLVED that, by this Reso1ut10n, the C1ty of Seal Beach agrees with the basic concepts of the Arter1al Highway Financ1ng Program; and further agrees that its share of the cost of improvements and rights- of-way will be available for the Fiscal Year 1983/84. I I Resolution Number ~-t~~ ARTERIAL HIGHWAY FINANCING PROGRAM PRELIMINARY PROJECT STATEMENT City of Seal Beach Seal Beach Boulevard (From 600 ft, north of Westminster Avenue to 800 ft, south of Westm1nster Avenue) BackRround Due to fiscal constraints, the City is overlaying and reconstructing Seal Beach Boulevard in annual phases, To date, the County has ap?roved projects on Seal Beach Boulevard to 1000 feet north of Westminster Boulevard, but due to recent favorable bids, the City anticipates the appropriated funds will construct the overlay projects to within 600 feet of Westminster Boulevard, For that reason, the City's 1983-84 project request is for the l1mits listed below, Proposed Proiect The proposed 1983/84 AHFP project is to rehabilitate a l4oo-ft, long seg- ment of Seal Beach Boulevard, extending from 600 feet north of Westminster Avenue to 800 feet south of Westminster Avenue. The project includes a complete overlay and partial reconstruction, The overlay would extend the full width of the roadway, The reconstruct1on would be limited to those areas (approximately 20,000 square feet) ident1fied in the Orange County Environmental Management Agency (DeEMA) Materials Report, dated December 7, 1980, The County is presently investigating revising its recommendation to include a 0,1 foot A,C, overlay over a heater remix and to expand the limits of work, The City will proceed with the County's final recommendations. Seal Beach Boulevard is a major 6-lane highway having an ADT of approxi- mately 29,000 vehicles. This roadway is a major carrier of both vehicular traffic and bus traffic, This project will replace badly deteriorated pavement as well as overlay a large segment of the roadway to prevent further deterioration and the necessity for major reconstruction, The new striping for this roadway w1ll conform to the typical cross sec- tion for major highways (attached), This will match the current strip1ng of the roadway for six lanes and bike lanes, The total estimated cost for this project is $150,000 with the County of Orange's AHFP contribution to be $75,000) will be financed with gas tax funds, ..
