A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
B~ACH, CALIFORNIA, ADOPTING REGULATIONS FOR CANDIDATES
FOR ELECTIVE OFFICE, PERTAINING TO MATERIALS SUBMITTED
TO THE ELECTORATE AND THE COSTS THEREOF FOR THE
GENERAL MUNICIPAL ELECTION TO BE HELD IN SAID CITY
ON TUESDAY, MAY 11, 1982.
Section 10012 of the Elections Code of the State of California
provides that the governing body of any local agency adopt
regulations pertaining to materials prepared by any candidate
for a municipal election, including costs thereof.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, DOES
HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:

GENERAL PROVISIONS. That pursuant to Section 10012 of the
Elections Code of the State of California, each candidate for
elective office to be voted for at the General Municipal
Election to be held in the City of Seal Beach on May 11,1982,
may prepare a candidate's statement on an appropriate form provided
by the City Clerk. Such statement may include the name, age
and occupation of the candidate and a brief description of no
more than two hundred (200) words of the candidate's education
and qualifications expressed by the candidate himself. Such
statement shall not include party affiliation of the candidate.
nor membership or activity in partisan political organizations.
The candidate may submit a photograph of himself to be printed
with the candidate's statement. Such statement shall be
filed in the office of the City Clerk no later than Wednesday,
Ap ri 1 7, 1982.
SPANISH LANGUAGE. The City Clerk shall provide a Spanish
translation of the candidate's statement to those candidates
who wish to have one, and shall select a person to provide
such translation from the list of approved Spanish language
translators and interpreters of the superior court of the
county or from an institution accredited by the Western
Association of Schools and Colleges. The cost of including
the Spanish translation in the voters pamphlet shall be
included in the total cost as specified in Section 4 of this
resolution.
ADDITIONAL ~IATERIALS. No candi date wi 11 be permi tted to i ncl ude
additional materials in the sample ballot package.
PAYMENT. The City Clerk shall estimate the total cost of
printing, handling, translating, and mailing the candidate's
statements filed pursuant to the Elections Code, and require
each candidate filing a statement to pay in advance his or
her pro rata share as a condition of having his or her statement
included in the voter's pamphlet. The City Clerk shall bill
each candidate for any cost in excess of the deposit and shall
refund any unused portion of any deposit.
That the City Clerk shall provide each candidate or the candi-
date's representative a copy of this Resolution.
That the City Clerk shall certify to the passage and adoption
of this Resolution; shall enter the same in the book of original
Resolutions of said City; and shall make a minute of passage
and adoption thereof in the records of the proceedings of the
City Council of said City, in the minutes of the meeting at
which the same is passed and adopted.
