A RESOLUTION OF THE CITY COUNCIL OF SEAL BEACH, CALIFORNIA, SUPPORTING LEGISLATION PROPOSED BY ASSEMBLYWOMAN HALLETT (AB 2869) TO DELAY BY TWO YEARS, THE RESIDENTIAL ENERGY STANDARDS DEVELOPED BY THE STATE ENERGY RESOURCES CONSERVATION AND DEVELOPMENT COMMISSION WHEREAS, the State Energy Resources Conservation and Development Commission has developed energy standards for new buildings which increase the efficiency of energy use for residential and nonresidential buildings; and WHEREAS, the bill would provide that the residential energy standards would become effective July, 1982; and WHEREAS, it is anticipated that the energy conservation proposals would add significantly to already-inflated construction costs; and WHEREAS, Seal Beach is located in an area where the climate is not signi- ficantly affected by the proposed energy conservation proposals; and WHEREAS, a two-year delay in mandatory construction cost increases will not further depress the housing market; and WHEREAS, additional energy conservation measures for construction in the Seal Beach area would have a dubious impact on real energy conser- vation; and WHEREAS, there should be a coordinated and concerted effort to encourage required housing construction and to reduce housing costs; and WHEREAS, the State Energy Commission's adoption of new and costly regulations comes at a time when insignificant energy conservation for the Seal Beach area unreasonably elevates construction costs by $3.00 to $4.00 per square foot due to overall State application methods; and WHEREAS, California beach cities are desperately attempting to fulfill the necessary housing requirements mandated by the Coastal Commission and State Housing Authority; and WHEREAS, housing construction is already high due to property location in an equitable beach climate. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Seal Beach, that it does endorse the legislative proposal that will delay by two years (to July 1,1984) the residential energy standards as required by the State Energy Resources Conservation and Development Commission.
