The City Council met in a special meeting session at 9:00 a.m. at the Orange County Fire
Authority Station 48 at 3131 North Gate Road in Seal Beach.
Mayor Kalmick opened the Strategic Planning Workshop by welcoming staff and the
public.

ORAL COMMUNICATIONS
Mayor Kalmick opened oral communications. Speakers: Catherine Showalter and Pete
Arnold. City Clerk Harper announced that no emailed comments were received after
posting of the agenda. Mayor Kalmick closed oral communications.
Mayor Kalmick welcomed everyone and thanked Management Partners, staff and the
public for taking time out of their busy schedules to discuss the goals for FY 2022-23.
City Manager Ingram welcomed City Council, staff, members of the public and Council
candidates to the Strategic Planning Workshop. She acknowledged her gratitude as well
as that of staff's for the City Council's continued support and ongoing commitment to the
strategic planning process.
City Manager Ingram introduced Rick Haydon and Ashley Garcia from Management
Partners. She noted that Rick has a significant amount of experience, with over 30 years
of public service. She noted that Rick is a retired city manager and understands the
dynamics of working with Council members and the partnership required with the
executive management team.
She also noted that it has been an honor and a privilege to work closely with Rick. She
welcomed Management Analyst Ashley Garcia and noted her experience with Orange
County, her familiarity with some of Orange County's regional issues, and her time and
experience in public service.
City Manager Ingram reiterated the significant amount of time working with Management
Partners, Council, and staff to ensure that today's meeting is successful.
She noted that Rick and Ashley spent a significant amount of time with each Council
member about the City and staff's accomplishments to date on the current work plan as
well as some of the challenges that the City is facing moving forward. She thanked Rick
and Ashley for all their support over the past few months, for the time spent working with
her in order to do the work with the Executive Team to prepare for today so that we can
engage with Council Members on our priorities and challenges and get Council's
perspective in terms of what Council wants to see moving forward, which will drive our
workplan over the next couple of years.
She thanked the Council, Rick and Ashley for their commitment and dedication to the
process and to the Executive Team. She also introduced and acknowledged new
members to the Executive Team: Finance Director Barbara Arenado, Community
Development Director Alexa Smittle. and Acting Public Works Director Iris Lee.
Additionally, she thanked Robin Fort-Linke from SBTV-3 for audio recording the meeting
today. She noted that the recording will be uploaded to the City's website in the next
couple of days for those members of the public who are interested and were unable to
attend today. She also thanked Recreation Coordinator Anthony Nguyen for his
assistance with logistics in helping set up for today's meeting. Lastly, she thanked
Executive Assistant Megan Coats for all her hard work leading up to the workshop and
today.
City Manager Ingram introduced Management Partners facilitator Rick Haydon and
turned the workshop over to him for facilitation. Facilitator Rick Haydon introduced
himself and gave an overview of the workshop agenda. He also introduced Management
Analyst Ashley Garcia and gave her the opportunity to personally introduce herself.
Management Analyst Ashley Garcia introduced herself and expressed her gratitude for
being a part of the workshop.
Facilitator Rick Haydon continued with the overview of the agenda for the day and
announced the ground rules before proceeding with the workshop.

Rick Haydon facilitated the strategic planning workshop and discussions between the
Council and staff, which resulted in the establishment of top priorities for FY 2022-23.
ADJOURNMENT
Mayor Kalmick adjourned the meeting at 2:17 p.m.
