Council Member Moore led the Pledge of Allegiance. ROLL CALL Present: Mayor Kalmick Council Members: Varipapa, Moore, Sustarsic, Massa-Lavitt Absent: None City Staff: Craig A. Harper, City Clerk Ron Roberts, Orange County Fire Authority APPROVAL OF AGENDA & WAIVER OF FULL READING OF RESOLUTIONS AND ORDINANCES City Clerk Harper announced that three (3) supplemental items were received after the posting of the agenda and were distributed to the City Council and made available to the public. Council Member Sustarsic moved, second by Council Member Massa-Lavitt, to approve the agenda. AYES: Kalmick, Moore, Sustarsic, Varipapa, Massa-Lavitt NOES: None ABSENT: None ABSTAIN: None Motion carried PRESENTATIONS / RECOGNITIONS • Retirement Recognition of Orange County Fire Authority Division 1 Chief Ron Roberts • 2022 Fire Prevention Proclamation • 2022 Friends Group of the Year Winner— Friends of Seal Beach National Wildlife Refuge Recognition • National Suicide Prevention Awareness Month Proclamation • Water Professionals Week Proclamation PUBLIC COMMUNICATIONS Mayor Kalmick opened oral communications. Speakers: Lisa Landau and Rosie Richie. Mayor Kalmick then closed oral communications. CITY ATTORNEY REPORT City Attorney Steele indicated that all Council Members met in Closed Session to discuss the one item regarding Labor Negotiations on the posted agenda and took no reportable action. CITY MANAGER REPORT City Manager Ingram thanked Division 1 Chief Ron Roberts for his dedicated service to the City of Seal Beach upon his retirement from Orange County Fire Authority. Additionally, City Manager Ingram did a brief recap on the Strategic Planning Workshop that was held on September 20, 2022. This workshop provided the Council and staff the opportunity to review key accomplishments and challenges over the past year. A lot of time was spent discussing the City's highest priorities for the current Fiscal Year including organizational efficiencies, community outreach on capital projects, dining parklets, Housing Element, Local Coastal Plan. Capital Improvement needs, staffing needs, —+ COVID-19 related activities, ARPA funding, identifying funding options for the landscape medians along Pacific Coast Highway, Westminster walkway and bike path, and exploring several revenue sources that will be brought back to Council for consideration in the near future. Upon receipt of the workshop report from Management Partners, staff will upload the report to the City's website for review by the public. She thanked Council for their support of this ongoing effort every year and the Executive Management team for the long list of accomplishments that were highlighted at the meeting. City Manager Ingram highlighted Dump Day, and thanked Management Analyst Lauren Barich for coordinating the event. She also thanked Public Works staff, Republic Services, Caltrans, and Goodwill for their partnership. There was a lot of community-wide support for the event. Save the date for the next Dump Day, which is scheduled for Saturday. March 4, 2023. Lastly, she reminded Council that on October 10, 2022 City Hall will be closed to the public in observance of Columbus Day, and staff will be conducting their annual Staff Development Day. COUNCIL COMMENTS Council Member Massa-Lavitt reported that she attended West-Comm's 25th anniversary celebration. Additionally, she indicated that she attended an Orange County Mosquito and Vector Control Board meeting and reminded everyone that mosquito season is not over — please make sure all standing water is removed and be cautious of ankle biter mosquitoes. She also reported that the Orange County Sanitation District is doing work on Seal Beach streets and should continue through 2023. Mayor Pro Tem Varipapa reported that he attended the Strategic Planning Workshop, the Community Pool Project Ad Hoc Committee meeting, and the City Dump Day event. He thanked staff for all of their support. Council Member Moore reported that he attended West-Comm's 25th anniversary celebration, participated in Dump Day, and the Strategic Planning Workshop. Council Member Sustarsic noted that she attended an Airport Land Use Commission meeting, a ribbon cutting event at Optum Health in Leisure World, the Seal Beach philharmonic concert, Coffee with a Cop in District 4, Strategic Planning Workshop, the Los Alamitos Unified School District State of the District, and West-Comm's 25th anniversary celebration. Additionally, she announced that the Pacific Airshow will be held on September 30 — October 2, 2022, in Huntington Beach; therefore, lots of military aircraft will be flying over College Park East. Mayor Kalmick reported that he attended the Strategic Planning Workshop and thanked staff for the comprehensive and easily understood presentation, which made it easy for Council to set goals for the upcoming year. Additionally, he attended the Southern California Association of Governments meeting, and an Orange County Fire Authority board meeting. COUNCIL ITEMS There were no Council items. CONSENT CALENDAR Council Member Massa-Lavitt moved, second by Council Member Moore, to approve the recommended actions on the consent calendar. A. Approval of the September 12, 2022 City Council Minutes - That the City Council approve the minutes of the Closed Session and Regular City Council meeting held on September 12, 2022. B. Demands on City Treasury (Fiscal Year 2023) September 26, 2022 - Ratification. C. Monthly Investment Report— August 31, 2022 - Receive and file. D. Approving and Authorizing an Agreement with Surfside Colony, Ltd for Beach Cleaning, Maintenance and Berm Construction - That the City Council adopt Resolution 7331: 1. Approving an Agreement with Surfside Colony, Ltd. for beach cleaning, maintenance, and berm construction for an estimated annual cost of $43,600; and, 2. Authorizing and directing the City Manager to execute the Agreement. E. Acceptance of Eisenhower Park Tree Maintenance Donation - That the City Council adopt Resolution 7332: 1. Accepting a donation from Watson & Associates in the amount of $10,242 for Eisenhower Park tree maintenance; and, 2. Recognizing $10,242 of revenue in account 103-500-0249-47409; and, 3. Authorizing the City Manager to approve expenditures in the amount of $10,242 for additional tree maintenance services. F. Amended and Restated Professional Services Agreement for Laserfiche Avante Software Support Services through Complete Paperless Solutions, LLC - That the City Council adopt Resolution 7333: 1 . Approving the Amended and Restated Professional Services Agreement with Complete Paperless Solutions (CPS) to provide Laserfiche Avante Software Support Services and additional Licenses, for an initial three- year term with the option of two additional one-year term, in the not-to-exceed annual amount of $38,530 for the first year; and $24,500 per year for years 2-5; and, 2. Authorizing the City Manager to execute the Agreement. City Clerk Harper took a roll call vote to approve the consent calendar items. Short Term Rentals - That the City Council adopt Resolution 7334 suspending enforcement of Municipal Code Section 11.4.05.135. Director of Community Development Alexa Smittle provided a brief background of the staff report and Council Members provided comments and questions were addressed. Council Member Massa-Lavitt moved, second by Mayor Pro Tem Varipapa, to adopt Resolution 7334 suspending enforcement of Municipal Code Section 11.4.05.135. City Clerk Harper took a roll call vote to approve Item G. AYES: Kalmick, Massa-Lavitt, Moore, Sustarsic.
