A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
ACCEPTING AND ALLOCATING THE FISCAL YEAR 2021-
22 CORONAVIRUS STATE AND LOCAL FISCAL
RECOVERY FUNDS OF $5,716,312 TO THE GENERAL
FUND FOR PROVISIONS OF GOVERNMENT SERVICES
PURSUANT TO THE AMERICAN RESCUE PLAN ACT,
APPROVING BUDGET AMENDMENT BA 22-12-02 TO
AMEND THE ALLOCATION OF THE TENNIS AND
PICKLEBALL CENTER PROJECT (BG2105) FROM FUND
219 TO GENERAL FUND 101, AND APPROVING $3,116,312
MILLION FROM THE GENERAL FUND TO ASSIGNED
BALANCE
WHEREAS, the American Rescue Plan Act of 2021 (ARPA) was signed into law on
March 11, 2021 , and provides fiscal relief funds to state, local and tribal governments
aimed at mitigating the continuing effects of the COVID-19 Pandemic; and
WHEREAS, the Coronavirus State and Local Fiscal Recovery Funds (SLFRF) program,
a part of the ARPA, delivered federal funding to state, local, and tribal governments
across the country to support their response to and recovery from the COVID-19 public
health emergency; and,
WHEREAS, funding from the SLFRF program is subject to the requirements specified in
the Final Rule released by the U.S. Department of the Treasury, authorizing local
governments to allocate up to $10 million for certain categories, including lost revenue
to fund government services, under the Standard Allowance option; and
WHEREAS, the City's full share of SLFRF funds, in the amount of $5,716,312, will be
accepted and allocated under the Standard Allowance option through the government
services provision for lost revenue relating to Public Safety; and,
WHEREAS, the City will ensure compliance with prevailing federal regulations and
guidance at the time the SLFRF funds are committed for expenditure; and
WHEREAS, surplus of other General Fund revenues from FY 2021-22 will be
transferred to fund the Seal Beach Tennis and Pickleball Cente; and,
WHEREAS, FY 2021-22 Budget Amendment BA 22-12-02 will amend the funding
allocation of the Tennis and Pickleball Center CIP Project (BG2105) from Fund 219 to
the General Fund 101; and

WHEREAS; $3,116.312 million from the General Fund will be allocated to assigned
balance:
NOW, THEREFORE, THE SEAL BEACH CITY COUNCIL DOES HEREBY RESOLVE:
Section 1 . Accept the Coronavirus State and Local Fiscal Recovery Funds (SLFRF)
of $5,716,312 through the American Rescue Plan Act (ARPA) and allocate
the funds to the Fiscal Year 2021-22 General Fund for the provision of
"government services" as outlined by the U.S. Department of Treasury
Final Rule implementing the SLFRF.
Section 2. Approve Fiscal Year 2021-22 Budget Amendment BA 22-12-02 to amend
the funding allocation of the Tennis and Pickleball Center CIP Project
BG2105 from Fund 219 to the General Fund 101.
Section 3. Approve $3,116,312 million from the General Fund to the Assigned
Balance.
