RESOLUTION NO. .32/9
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEAL BEACH, CALIFORNIA COMMENDING THOSE
WHO WOULD ASSIST IN BRINGING ABOUT A NUCLEAR
WEAPONS FREEZE.
WHEREAS, as elected officials we are alarmed by an international
political climate that increasingly presents nuclear war
as a "rational" possibility; and
WHEREAS, present medical and scientific evidence shows that nuclear
war, even a "limited" one, would result in death, injury
and disease on a scale unprecedented in human history; and
WHEREAS, medical disaster planning for a nuclear war is meaningless
since most hospitals would be destroyed, most medical
personnel dead or injured, most supplies unavailable, and
those who survive initially would eventually die; and
WHEREAS, the economic, ecological and social fabric on which human
life depends would be destroyed in the United States, the
Soviet Union and most of the rest of the world; and
WHEREAS, worldwide fallout would contaminate much of the globe for
generations and the atmospheric effects would severely
damage all living things; and
WHEREAS, the present costs of preparation for nuclear war are so
draining the national resources that local officials are
unable to provide adequately for the general welfare, the
very function we were elected to perform;
NOW, THEREFORE, BE IT RESOLVED THAT WE, THE CITY COUNCIL OF SEAL BEACH
call on the President of the United States to initiate negotiations with
the USSR to bring about a mutual freeze on all further testing, production
and deployment of nuclear warheads, missiles and delivery systems. This
is an essential, verifiable first step toward lessening the risk of
nuclear war and reducing the nuclear arsenals.
