RESOLUTION NO. ,
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SEAL BEACH ADOPTING AN
AMENDED POSITION CLASSIFICATION PLAN.
WHEREAS, the Civil Service of the City of Seal Beach has
recommended the adoption of an amended Position
Classification Plan; and
WHEREAS, the City Manager, acting as Personnel Officer,
likewise recommends the adoption of an amended
Position Classification Plan;
NOW, THEREFORE, BE IT RESOLVED THAT WE, THE CITY COUNCIL
OF THE CITY OF SEAL BEACH does hereby adopt the attached
amended Position Classification Plan.

ASSISTANT CITY MANAGER
DEFINITION
Under administrative direction, assists the City Manager in directing and
coordinating the activities of City departments; does related work as
required.
TYPICAL TASKS
Is directly responsible to the City Manager and assists him in enforcing
and administering City ordinances; planning, coordinating, and directing
the work of City departments; reviewing the operations of the City depart-
ments and establishing work standards and methods of improvement; preparing
for the development of an annual budget; coordinates personnel functions,
insurance programs; conducting continuing research in administrative
practices; representing the City Manager in assigned areas and certain other
administrative matters as may be required, including supervision of admin-
istrative and /or departmental functions as assigned in the City Manager's
department.
EMPLOYMENT STANDARDS
Education: Graduation from an accredited college or university
in Public Administration or in one or more fields
related to functions assigned. Master's degree
preferred.
Experience: Five years of increasingly responsible municipal
management experience.
Knowledge and The principals and practices of public administration,

philosophy, and common practices of public personnel
administration; methods of analyzing, evaluating, and

CHIEF LIFEGUARD
DEFINITION
Under Administrative Direction, plans, organizes and directs the operation
of an accredited marine safety service. Does related work as required.
TYPICAL TASKS
Makes recommendations regarding the formulations and implementation of
operational policies and the preparation and administration of budgets;
directs, through subordinates, the enforcement of traffic and safety regu-
lations in the usage of those water recreational areas under the jurisdic-
tion of his service; reviews the performance of safety and rescue operations
and coordinates same with other agencies as required; directs training
activities for all personnel; represents his service at meetings affecting
the interests of his service; establishes a program of public relations;
is subject to 24 -hour emergency call; makes frequent critical decisions
involving life and death emergencies; responsible for marine safety protec-
tion.
EMPLOYMENT STANDARDS
Education: Graduation from high school or possess G.E.D. equivalent
S.C.U.B.A. certification from recognized authority.
Experience: Five years of experience in a responsible supervisory
capacity including responsibility for the supervision
of personnel and exercise of budgetary controls
relative to ocean lifeguarding.
Knowledge and Knowledge of principles of organization and management,
Abilities: including budget, personnel and public relations; basic
principles and purposes of marine safety administration;
all functions and duties performed by the service; basic
oceanography; ecological problems relative to areas of
responsibility; administrative principles of ocean and
bay lifeguarding operations; first aid practices and
principles; applicable rules, regulations, laws and
ordinances. Ability to plan, organize and direct
activities of employees performing a variety of functions;
interpret, explain, and effect the enforcement of
relative laws, ordinances and regulations; establish
and maintain effective relationships with persons and
agencies concerned with his service; speak before large
public groups; prepare and review reports and the main-
tenance of records; represent service on behalf of
governing body in matters pertaining to beach develop-
ment and operation.

CHIEF OF POLICE
DEFINITION
The Chief of Police functions as a Department Head and Chief Administrative
Officer of the Police Department, under the direction of the City Manager.
The Chief of Police must plan, organize, direct, and coordinate the activites
of the department and its personnel to preserve law and order and to protect
life and property. The Chief of Police is responsible for the enforcement
of laws and local ordinances.
TYPICAL TASKS
Directs, coordinates, and manages all police operations that encompass patrol,
administration, and investigation relating to all crimes, incidences and
various other community issues. Analyze operational and service demands and
devises plans, organizations, staffing assignments and procedures, to
effectively accommodate those demands. Identifies organizational strengths
and weaknesses, and directs the selection, training, assignment and discipline
of personnel to compensate and deal with those issues. Prepares, and /or causes
to be prepared, and monitors the annual budget. Assists in the development
of municipal law enforcement policies. Coordinates city law enforcement
activities with those of other agencies. Supervises special studies and makes
special investigations. Receives citizens; hears complaints and problems and
makes necessary investigations and recommendations. Meets with the public and
various State, County and local officials; and attends various civic functions
to discuss law enforcement problems, and further the public relations programs
of the department. Prepares and presents proposals to the City Council upon
request, or when the need independently arises. Attends City Council meetings
when required. Appears and testifies in court when necessary. May be
responsible for the administration of animal control programs or other police
related contract services. Attends conferences and official functions and keeps
abreast of modern law enforcement practices and legal decisions. Prepares and /or
causes to be prepared bi- yearly performance evaluation on all subordinates.
EMPLOYMENT STANDARDS
Education: Graduation from College with a degree in police science,
public administration or a related field.
Experience: Five years experience at the police supervisory level
including two years at the rank of Lieutenant or higher.
Knowledge and
Abilities: Thorough knowledge of municipal police administration and
management; thorough knowledge of the principles and techniques
of organization, analysis, personnel management, training
budget administration, and administrative controls;
knowledge of the legal, technical, and operating practices
of law enforcement, deployment of men and equipment;
knowledge of the causes, prevention, and control of crime
and juvenile delinquency; knowledge of traffice enforcement,
police records systems, and statistical reporting systems;
knowledge of County Sheriff, mutual aid, State and Federal

DIRECTOR OF FINANCE
DEFINITION
Under administrative direction, is responsible for instituting and
administering a complete program of fiscal administration for the City
including, Business Office operation, accounting, Central Services operation,
water utility accounting, payroll preparation, billing, treasury cash
investments, and related functions of financial administration and does
related work as required.
TYPICAL TASKS
Advises the City Manager on recommended fiscal practices and policies;
maintains all records readily reflecting the financial condition of the
City and its departments; at the end of each fiscal year, prepares and
presents to the City Manager a summary statement of receipts and disburse-
ments by departments and funds, including opening and closing fund balances
in the City Treasury; causes the financial statement of the City to be
published; compiles all financial information necessary for budget prepara-
tion; supervises the funding and accounting for all City disbursements and
receipts; supervises and is in charge of all financial activities associated
with license issuance and administration; is responsible for the collection
of all assessments due the City; installs modern practices of fiscal
administration including, but not limited to, data processing, accounting
machine installation, accounting systems, business record management,
procurement managment and inventory controls, and reporting techniques
required for financial administration in a public agency.
EMPLOYMENT STANDARDS
Education: Graduation from an accredited college or university
with major work in Accounting, Business Administration,
Economics or a related field.
Experience: Four years of responsible accounting management
experience; experience in municipal finance is desirable.
Knowledge and Excellent working knowledge of modern municipal accounting
Abilities: and data processing principles, practices and reports;
ability to supervise all accounting activities associated
with payroll preparation, billing, internal auditing,
account investigation and related duties, ability to
train and supervise professional personnel; ability to

DIRECTOR, RECREATION AND PARKS
DEFINITION
Under administrative direction, plans, directs, coordinates and administers
the operation of the Recreation and Parks Department including school
district recreation activities; and assumes and performs related respon-
sibilities and duties as required.
TYPICAL TASKS
Develops and administers the services of the Recreation and Parks Department;
develops and directs a comprehensive recreation program; prepares and
justifies the annual departmental budget; controls and supervises depart-
mental expenditures; interviews and recommends the appointment of all
departmental staff activities; responsible for all department equipment
and supplies and the maintenance of department vehicles and facilities;
counsels with community, municipal and governmental bodies to ascertain
present and future needs for areas, facilities and program; assists in the
acquisition of and directs the planning, improvement and maintenance of all
areas and facilities which are the responsibility of the department; gives
direction and guidance to departmental staff; acts as Secretary to the
Recreation and Parks Commission.
EMPLOYMENT STANDARDS
Education: Graduation from an accredited university or college
with a major in recreation or a related field.
Experience: Six years of experience in recreation work including
three years experience at an administrative level.
Knowledge and Knowledge of principles and techniques of administration,
Abilities: organization, financial management, training, public
relations and personnel supervision; problems of
juvenile delinquency and social psychology; the
recreation movement and its philosophy; basic horti-
cultural and landscaping practices and techniques;
ecological problems relative to the department;
applicable rules, regulations, laws and ordinances.
Ability to formulate and administer effective recreation
programs and services; direct and supervise staff
functions; plan and manage recreation facilities and
equipment; plan and execute an effective public relations
program; and to work effectively with subordinates,
other officials and the public.

DIRECTOR OF PUBLIC WORKS /CITY ENGINEER
DEFINITION
Under administrative direction, plans, directs, coordinates, and administers
the operations, maintenance and construction activities of the Public Works
Department, serves as chief engineer of the city in planning and directing
the design and construction of public improvements, and does related work as
required.
TYPICAL TASKS
Plans a comprehensive public works program for the city, including a capital
outlay program; plans and coordinates the functions and operation of divisions
engaged in engineering, building and safety, street, sewage collection, storm
drain, traffic signal and electrical maintenance and repair, mechanical and
carpentry, beach and pier maintenance, safety and sanitation, water system
maintenance, and painting and striping of signs and streets, and other public
services; establishes and directs the enforcement of departmental rules,
regulations, and policies; reviews and approves work programs and budgets for
the various sections in the department and controls budget expenditures;
coordinates work projects and requests for services with other departments:
drafts revisions or amendments to sanitation ordinances and enforces them
after adoption, approves all orders, requisitions, appointments, payrolls,
etc.; directs research and the preparation of regular and special reports;
may direct planning activities for the city and may serve as planning officer;
may serve as Secretary to the Planning Commission; serves as City Engineer
and Chief Building Official.
EMPLOYMENT STANDARDS
Education: Any combination of training and experience equivalent
to completion of a college education with major work in
civil engineering, including or supplemented by
substantial study in Public Administration.
Experience: Three years of management or supervisory experience in
municipal public works administration.
Registration as a Civil Engineer in the State of Calif-
ornia is also required.
Knowledge and
Abilities: Knowledge of modern principles, methods, problems, term-
inology, equipment, and materials in the municipal public
works field; knowledge of basic engineering principles
and problems involved in the maintenance and operation
of the divisions involved in the Public Works Department;
administrative ability including skill in budgeting and
personnel administration; ability to prepare plans,
reports and talks; ability to plan and direct the
maintenance of mechanical equipment, buildings and build-
ing facilities; ability to win the respect and cooperation
of subordinates, other officials and the public.

ASSISTANT CITY ENGINEER
DEFINITION
Under the direction of the City Engineer, plans and directs the design and
construction of streets, sewers, utilities, and other public engineering
projects and does related work as required.
TYPICAL TASKS
Plans, organizes, directs and coordinates the engineering functions of
designing, surveying and mapping, research, traffic engineering, inspection
and supervision of public construction projects, specification preparation,
and construction material testing; supervises and reviews plans, organizes
estimates and contract documents for major public works projects; acts as
technical advisor to administrative and legislative officials on engineering
proposals; confers with local and other governmental officials and civic
groups on engineering problems; assists in the formulation of a long -range
program of public improvements; directs the keeping of all official maps,
plans, profiles, field notes, and other records and memoranda; may serve as
Traffic Engineer and represent the City at meetings and hearings as required.
EMPLOYMENT STANDARDS
Education: Any combination of training and experience equivalent to
graduation from an accredited college or university with
a major in civil engineering
Experience: Three years responsible supervisory or administrative
experience in the field of civil engineering.
Registration as a Civil Engineer in the State of Calif-
ornia is also required.

Abilities: Thorough knowledge of civil engineering principles and
practices; wide knowledge of survey and construction
practices related to municipal public works; knowledge
of design principles, and coordinate the work of engin-
eers and technical personnel; ability to write reports;

ASSISTANT CIVIL ENGINEER
DEFINITION
Under supervision, assigns work, gives instructions, and passes upon engin-
eering problems in connection with standards and designs and does related
work as required.
TYPICAL TASKS
Involved in maintaining and constructing city streets, utility installations,
buildings, and other structures; reviews structural plans and supervises
field inspection to check compliance with building and safety regulations;
directs the work of draftsmen engaged in the preparation of complete drawings,
plans, estimates, and preliminary and final reports for construction and
improvement projects; conducts studies and develops plans for long -range
replacement and rehabilitation of structures and facilities; reviews plans
and construction for conformance with standards and specifications; writes
reports and makes estimates of a specialized nature in connection with various
engineering projects.
EMPLOYMENT STANDARDS
Education: Education equivalent to graduation from an accredited
college or university with specialization in civil
engineering or an in training engineer certificate
issued by the State Board of Registration for engineers.
Experience: Two years of civil engineering experience involving a
substantial amount of difficult design work.
Knowledge and
Abilities: Knowledge of civil engineering principles and practices
applicable to streets, drains, fills, building plans and
other structures; knowledge of and ability to perform
design and layout work; ability to coordinate the work
of engineers and technical personnel; ability to write
reports; ability to establish and maintain effective
public relations.

ASSISTANT FINANCE DIRECTOR
DEFINITION
Under direction, supervises the implementation of the program of fiscal
administration for the City, including all operations of Business Services
and Central Services; may act for the Finance Director in his absence; must
be capable of performing all tasks required of an Accountant; and does related
work as required, including acting as Purchasing Officer for the City.
TYPICAL TASKS
Supervises and participates in developing and improving accounting, auditing
and budgeting systems, procedures, forms and records; analyzes and makes
recommendations regarding the application of improved automated and electronic
data processing methods to the Finance Director; prepares or supervises the
preparation of financial reports required by State and other governmental
agencies; assists the independent auditors in the annual review of the City's
financial records; supervises and participates in the preparation of fiscal
year -end reports and statements; reviews purchase orders to determine adequacy
of funds; is responsible for record storage; reviews journal entries; reconciles
General Ledger and cash receipts and disbursements; supervises preparation of
monthly reports of revenues and expenditures; assists department heads in
estimating expenditures and revenues and analyzing over - expended budgets;
supervises work of water billing, payroll and other clerks, machine operators -
and personnel of the Finance Department; reviews vouchers and claims prior to
issuance of warrants; prepares bank reconcilements; controls issuance of warrants
and new account numbers; prepares budgets for Business Services and other
departments as required; issues purchase orders and maintains centralized purchasing
function for City.
EMPLOYMENT STANDARDS
Education: Any combination of training and experience equivalent to
graduation from an accredited college or university.
Experience: At least three years of progressively responsible experience
in finance and accounting including at least one year of
supervisory experience. At least one year of municipal
financial experience is desirable.
Knowledge and Excellent working knowledge of modern accounting principles
Abilities: and experience with electronic data processing systems and
their installation; ability to supervise all accounting
activities and associated with payroll, water and other
billing, internal auditing and related duties; ability to
train and supervise professional and sub - professional
personnel; ability to establish and maintain effective

CHIEF BUILDING INSPECTOR
DEFINITION
Under administrative direction, plans, organizes and directs the enforcement
of building and zoning ordinances and regulations and does related work as
required.
TYPICAL TASKS
Supervises, assigns, coordinates, and reviews the work of subordinates
engaged in inspection of all types of buildings, structures, construction,
and alteration; participates in major building inspection; issues stop -work
orders in cases of non - compliance with building ordinances and regulations;
prepares complaints for prosecution of code violators and attends court;
prepares recommendations for revision of amendments to building ordinances
and regulations; gives official interpretation of code requirements and
regulations; confers with contractors, builders, mechanical engineers,
architects, and others concerning building problems; performs special inves-
tigations; keeps informed of new materials and methods of building construc-
tion; trains and evaluates the work performance of subordinates; prepares
divisional budgetary request; prepares reports; performs plan checking
function.
EMPLOYMENT STANDARDS
Education: Education equivalent to graduation from high school.
Experience: Five years experience in building inspection of which one
must have been as a Senior Building Inspector or equiva-
lent in a public agency.
Knowledge and
Abilities: Knowledge of the Uniform Building Code and Zoning Regula-
tions and the State Housing Laws; knowledge of modern
construction practices, methods, materials, and equipment
as applied to inspection and construction of all sizes
and classes of buildings; knowledge of legal procedures
as related to enforcement of Building and Zoning Regula-
tions; ability to employ good judgement and make
decisions in accordance with established procedures
and departmental procedure; ability to plan, supervise,
and evaluate the work of building inspectors and office
personnel; ability to maintain good working relations
with fellow employees, contractors, and the general public.

LIFEGUARD LIEUTENANT
DEFINITION
Under supervision to supervise and coordinate the activities and operations
of his assigned division and do related work as required.
TYPICAL TASKS
Plans, coordinates, supervises and reviews all the activities of his division;
makes recommendations in matters of personnel, apparatus, and equipment;
supervises and coordinates the daily maintenance and operation of all the
equipment facilities and property within his division; coordinates and super-
vises the operation of public relations and education functions relative to
his division; assists with the preparation of budget estimates; submits
monthly annual reports for his division; sets up schedules of operations;
supervises the training for new personnel; receives and interviews the
public on the activities of his division; reviews reports; follows up on
major emergencies; subject to 24 -hour emergency call; represents department
at various lifesaving first aid and water safety programs; participates in
underwater rescue and recovery operations; assists in the evaluation and
overall job performances of personnel; makes frequent critical decisions
involving life and death emergencies; performs a variety of first aid
services.
EMPLOYMENT STANDARDS
Education: Graduation from high school or possess G.E.D. equivalent.
Possession of valid First Aid Instructor's Certificate
issued by American National Red Cross. S.C.U.B.A.
certification from recognized authority.
Experience: Four years experience as an ocean lifeguard with at
least two years in a supervisory capacity.
Knowledge and
Abilities: Knowledge of principles and practices of modern life-
saving techniques, harbor and boating safety and of
equipment and apparatus used; applicable rules, regu-
lations, laws and ordinances; principles and practices
of underwater search and recovery techniques; basic
principles and techniques of systematic filing of
records. Ability to plan, organize and direct the
activities of employees performing a variety of
functions; interpret and explain relative laws, ordinances,
and regulations; maintain discipline and assist in the
evaluation of subordinate personnel; evaluate emergency
situations and adopt effective courses of action.

MAINTENANCE SUPERVISOR
DEFINITION
Under direction, plans and lays out work for sections of the department
of safety and sanitation, parkways, streets, beach, paint and sign shop,
and pier; inspects various phases and completion of active and completed
projects and does related work as required.
TYPICAL TASKS
Plans and lays out divisional work under his supervision; supervises main-
tenance of operations and preventive maintenance programs; makes out periodic
progress reports on probationary and permanent employees; conducts weekly
meetings with working leadmen; investigates complaints; prepares operating
reports and requisitions materials and supplies; must be on call for all
emergencies that may occur in any phase of his supervision.
EMPLOYMENT STANDARDS
Education:
Experience:
Any combination of training and experience equivalent
to completion of the twelfth grade.
Two years experience as a Leadman or equivalent.
Experience may be substituted for the education require-
ment on a year for year basis down to completion of the
eighth grade (or four years experience).
Knowledge and
Abilities: Knowledge of operation and procedures of all the opera-
ting sections under his immediate supervision; ability
to coordinate policies and procedures toward effective
completion of projects; ability to meet and effectively
deal with the public; basic knowledge of street main-
tenance, street painting, and beach maintenance.

PARKS SUPERVISOR
DEFINITION
Under direction, plans and lays out work for crews engaged in maintenance
of park grounds, parkway trees and landscaped areas.
TYPICAL TASKS
Assists in the planning and scheduling of work projects for park maintenance
programs and pesticide application programs; provides input for the formula-
tion of the budget and assists in the monitoring of the overall budget of

Under supervision of a Police Captain, the Lieutenant manages and supervises
uniformed patrol sergeants and officers on an assigned shift and does
related work as required.
TYPICAL TASKS
Assigns and supervises the work in a specialized division of the department;
supervises and participates in major investigations; coordinates the
activities of investigation details; acts as instructor in police training
programs; makes assigned special surveys and investigations and prepares
comprehensive reports; reviews reports of preliminary investigation and
determines the necessity for follow up work; interviews persons desiring
to make complaints; collects statements, evidence and photographs; prepares
reports and develops complete case files; makes arrests; interrogates
suspects and prisoners; in directing the activities of an assigned shift,
he reviews record of department activities since previous working hours to
determine needs of deployment and crime suppression; supervises all personnel
at major police emergencies; cooperates with other law enforcement agencies
in securing information suspects; develops appropriate lines of communica-
tion between his functional area and rest of the department; acts as liaison
with agencies and persons necessary to the efficient administration of the
department; makes periodic performance evaluations of his subordinates.
EMPLOYMENT STANDARDS
Education: Possession of an A.A. Degree or 60 semester
units of college in police science or a
related field or possess an Intermediate P.O.S.T
certificate
Experience: Four years of professional police experience with a
public agency including one year in a supervisory
capacity.
Knowledge and Knowledge of modern policies and methods of police
Abilities: administration; knowledge of police patrol, traffic,
investigation, and identification methods, knowledge
of the laws of evidence, arrest, and custody; know-
ledge of the Penal Code and criminal procedures;
ability to supervise and train; ability to analyze
police problems, make thorough investigations, and
prepare comprehensive reports, ability to speak and
write clearly; ability to establish and maintain
effective relationships with the public and fellow
officers. Must possess a valid California driver's

DEFINITION
Under direction of the Chief of Police, assists the Chief of Police
in administrative and executive duties. The Police Captain serves as
either a Patrol Division Commander responsible for the operations of
the Patrol Division or as the Administrative /Detective Division
Commander responsible for the operations of the Administrative and
Detective Divisions. The Captain is responsible for planning, organi-
zation, direction and control of their respective division and does
related work as required.
TYPICAL TASKS
Under administrative direction, takes charge of the activities of the
Police Department during an assigned watch; supervises a special
police functional division; supervises and directs the activities of
subordinates within the functional span or total organization as
required; instructs members of the department in the maintenance of
law and order, law enforcement, prevention of crime and protection
of life and property; directs investigation of crimes, directs law
enforcement functions of all personnel and equipment during an assigned
shift; receives, reads, and transmits communications to officers
during a tour of duty; may interrogate suspects; reviews reports and
assist officers in preparing reports and cases; reviews complaints from
citizens and takes appropriate action; supervises and inspects the
work of officers in the field; directs difficult investigations;
inspects the department's physical facilities for cleanliness and
security; confers with the Police Chief on general departmental
policies and procedures and acts for him in his absence; assists in
the administration of the departmental fiscal and payroll administra-
tion; performs other related duties as required.
