RESOLUTION 7367
A RESOLUTION OF THE SEAL BEACH CITY
MANAGERIDIRECTOR OF EMERGENCY SERVICES
PROCLAIMING THE EXISTENCE OF A LOCAL EMERGENCY
RELATING TO STORM DAMAGE
THE CITY MANAGER HEREBY RESOLVES, FINDS, AND
DETERMINES AS FOLLOWS:
1. Section 3.25.020 of the Seal Beach Municipal Code authorizes the
Director of Emergency Services to proclaim the existence of a local emergency
when the City is affected by a public calamity and the City Council is not in
session.
2. The City Council is not currently in session.
3. Conditions of disaster or of extreme peril to the safety of persons
and property have arisen within the City, caused by repeated severe and
damaging winter storms, flooding and extreme ocean waves and tides
commencing on or about December 23, 2022, and continuing through January
16, 2023 which warrant and necessitate the proclamation of the existence of a
local emergency.
4. Governor Newsom has declared a State of Emergency in Orange
and other Counties relating to the severe winter storms on January 4, 2023 and
January 16, 2023.
5. The City Manager, acting as the Director of Emergency Services,
hereby proclaims and declares the existence of a local emergency throughout
the City.
6. During the existence of this local emergency the powers, functions,
and duties of the City Manager and the emergency organization of this City shall
be those prescribed by state law, by ordinances and resolutions of this City, and
any previously adopted City emergency plan.
7. This local emergency shall continue to exist until seven days from
the date of this Resolution unless previously ratified by the City Council.
