HomeMy WebLinkAboutPC Min_2022-10-03 City of Seal Beach — Special Meeting of the Planning Commission October 3, 2022 Chair Miller called the Planning Commission meeting to order at 7:00 p.m. ROLL CALL Present: Commissioners: Miller, Massetti, Klinger, Thomas, Campbell Absent: None Staff Present: Amy Greyson, Senior Assistant City Attorney Alexa Smittle, Community Development Director Marco Cuevas, Jr., Assistant Planner Dana Engstrom, Deputy City Clerk PLEDGE OF ALLEGIANCE - Led by Commissioner Klinger APPROVAL OF AGENDA By Motion of the Planning Commission this is the time to notify the public of any changes to the agenda, re- arrange the order of the agenda, and provide an opportunity for any member of the Planning Commission or staff to request an item be removed from the Consent Calendar for separate action. Community Development Director Smittle requested that Item B be continued to the October 17, 2022 Planning Commission meeting allowing staff to research a final technical issue at the direction of the City Attorney's office. Motion by Vice Chair Thomas, second by Commissioner Campbell to approve the agenda as amended. AYES: Klinger, Miller, Massetti, Thomas, Campbell NOES: None ABSENT: None ABSTAIN: None Motion Carried PUBLIC COMMUNICATIONS Chair Miller opened public communications. Deputy City Clerk Engstrom announced that no emailed comments were received. Speakers: None. Chair Miller closed public communications. CONSENT CALENDAR A. Approval of the September 19, 2022 Planning Commission Minutes APPROVAL OF CONSENT CALENDAR Motion by Commissioner Klinger second by Vice Chair Thomas to approve the Consent Calendar. AYES: Klinger, Miller, Campbell, Massetti NOES: None ABSENT: None ABSTAIN: Thomas Motion Carried CONTINUED ITEMS — None NEW BUSINESS - None SCHEDULED MATTERS - None PUBLIC HEARING B. Conditional Use Permit (CUP 22-6) 12101 Seal Beach Boulevard Applicant: Terry Womack c/o Chick-Fil-A Request: Request for a Conditional Use Permit to allow the expansion of the drivethrough from one to two lanes and the construction of two drive-through canopy structures at an existing fast food restaurant located at 12101 Seal Beach Boulevard in the General Commercial (GC) zoning area. Recommendation: After conducting the Public Hearing, staff recommends that the Planning Commission adopt Resolution No. 22-15, APPROVING Conditional Use Permit 22-6 with Conditions. This item was continued to the October 17. 2022 Planning Commission meeting. C. Minor Use Permit (MUP 22-5) 71 Riversea Road Applicant: Martin Raymond Request: Request for a Minor Use Permit to allow a second-story cabana addition over an existing single-story manufactured home within Seal Beach Shores located in the Residential High Density (RHD-33) zoning area. Recommendation: After conducting the Public Hearing, staff recommends that the Planning Commission adopt Resolution No. 22-13, APPROVING Minor Use Permit 22-5 with Conditions. Assistant Planner Marco Cuevas who provided a comprehensive staff report. The Commissioners questions were answered. Chair Miller opened the public hearing. Speaker: Unknown speaker/neighbor, Mary Bursheron, and Steve Sennikoff. Chair Miller closed the public hearing. Motion by Commissioner Massetti, second by Commissioner Klinger that the Planning Commission adopt Resolution No. 22-13, APPROVING Minor Use Permit 22-5 with Conditions. AYES: Miller, Campbell, Massetti, Klinger, Thomas NOES: None ABSENT: None ABSTAIN: None Motion Carried Senior Assistant City Attorney Greyson noted that there is a 10-day appeal period that starts October 4, 2022. DIRECTOR'S REPORT There was no director's report. COMMISSION CONCERNS There were no Commission concerns.
