PROCLAMATION
Honoring John Russell
WHEREAS, John Russell has dedicated service and
leadership to the students and parents at St. Hedwig
School in Los Alamitos, California; and
'WHEREAS, John Russell served as Vice Principal and
a member of the staff of St. Hedwig School for over 45
years; and
'WHEREAS, John Russell has provided a commitment
to all people of the Seal Beach community, especially the
youth;

NOW, THEREFORE, BE IT RESOLVED, the City of
Seal Beach, City Council does hereby honor and
recognize
JOHN RUSSELL
for his contribution and dedication to the community
and would extend our congratulations on his
retirement.

PROCLAMATION
"Melanoma Awareness Month"
May 2007
WHEREAS, Melanoma accounts for about 496 to 596 of all skin
cancer it causes most skin cancer-related deaths - if detected and
treated in its earliest stages it is often curable; and
WHEREAS, protecting your skin during the first 18 years of life
can reduce the risk of some types of skin cancer by up to 7896 - one
severe sunburn during the first 15 years of life can double the risk
of skin cancer; and
WHEREAS, the risk of getting melanoma is directly related to
the three types of ultraviolet rays (UV-A; UV-B; and UV-e) from
sun exposure; and

WHEREAS, it is recommended that everyone follow sun
protection guidelines: use of sunscreen with a sun protection of 15
or higher, avoid outdoor activities between 10 am and 4 pm, seek
shade whenever possible, and wear sun protective clothing-hats-
sunglasses;
NOW, THEREFORE, BE IT RESOLVED, the City of Seal
Beach, City Council does hereby proclaim the Month of Mayas
"Melanoma Awareness Month"
in the City of Seal Beach, and further encourages the entire
community to be aware of the lasting damage of sun exposure.

WHEREAS, each year as summer begtns, the United States
LIfesaving Association sponsors "National Beach Safety Week"
In an effort to remind beachgoers to use caution In the aquatic
environment.
e
WHEREAS, our waters can be a wonderful recreational
resource, but they can also be treacherous. LIfeguards are
provided In an effort to reduce the number of accidents at our
beaches, but cannot do the job alone. An Informed public Is
essential to maintaining adequate levels of beach and water
safety.
WHEREAS, the objective of National Beach Safety Week Is to
make citizens aware of the need to be safe while In and near
the water. This objective stresses the following: Swim Near A
Lifeguard; Learn To Swim; Never SwIm Alone; Don't Fight The
Current; Swim Sober; Leash Your Board; Don't Float Where
You Can't Swim; Life Jackets = Boating Safety; Don't Dive
Headfirst, Protect Your Neck; Never Drink Alcohol Before
Swimming: Respect The Power Of The Surf; and At Home.
You're The Lifeguard;
NOW THEREFORE, LET IT BE PROCLAIMED that the City of
Seal Beach does hereby recognize May 21 - 28, 2007 as:
National Beach Safety Week
and urge all residents using our beaches to enjoy themselves
at the beach this year, while taking appropIiate measures to
protect themselves and their children.

Recreational boating is fun and enjoyable, and
we are fortunate that we have sufficient resources to ac-
commodate the wide variety of pleasure boating
demands. However, our waterways can be-
come crowded at times and be a place
of chaos and confusion. While being
a marvelous source of recreation,
boating, to the unprepared, can be
a risky sport. Not knowing or
obeying the Navigation Rules or
the nautical "Rules of the Road,"
drinking alcohol or taking drugs
while operating a boat, or choos-
ing not to wear your life jacket
when doing so is clearly NOT the
smart thing to do, are all examples
of human error or a Lack of proper
judgment. One particular behavior that
can reduce the number of boaters who
lose their lives by drowning each year
by approximately 80% is the wearing of
a life jacket. It is a simple task that has the potential
to reduce terrible loss in lives.
Knowledge and skills are important in reducing human
error and improving judgment. If people are aware of
the risk, they are likely to take the precautionary mea-
sures to protect themselves and their friends and family.
That is why we must continue to spread the messages of
boating safety not.l?f1ly during National Safe Boating

Whereas, on average, 700 people die each year in boating-
related accidents in the U.S.; nearly 70"1. of these are fatalities
caused by drowning; and
Whereas, the vast majority of these accidents are caused by
human error or poor judgment and not by the boat, equipment,
or environmental factors; and
Whereas, a significant number of boaters who lose their
lives by drowning each year would be alive today had they
worn their life jackets; and
Whereas, modern life jackets are more comfortable, more at-
tractive, and more wearable than styles of years past and de-
serve a fresh look by today's boating public.

Therefore, The Seal Beach City Council
hereby support the goals of the North American Safe Boat-
ing Campaign and proclaim May 19-25,2007, as National Safe
Boating Week and the start of the year-round effort to promote
safe boating.
In Witness Thereof, I urge all those who boat to "Boat
Smart. Boat Safe. Wear it." and practice safe boating habits.

June 2007
WHEREAS, the National Safety Council was founded in
1913 & chartered by the U.S. Congress in 1953 "to arouse
the nation...in safety & accident prevention...and enlist
cooperation between all persons & organizations in the
pursuit of improved safety & health"; and
WHEREAS, the National Safety Council has demonstrated
leadership in educating citizens in the prevention of
injuries & death in the workplace, on our roads &
highways, & in our homes & communities; and

WHEREAS, this year's theme "Celebrate Scife Communities'
reflects the mission of the National Safety Council by
promoting safety & health for people in all aspects of their
lives;
NOW, THEREFORE, BE IT RESOLVED, the City of Seal
Beach. City Council does hereby proclaim June 2007 to be:
"NATIONAL SAFETY MONTH"
