SUBJEcr: ACCEPT FEDERAL CITIZEN CORPS GRANT FUNDS FOR
PURCHASE OF COMMUNITY EMERGENCY RESPONSE TEAM
(CERT) EQUIPMENT TRAILER, TOW VEIDCLE, AND
EMERGENCY RESPONSE EQUIPMENT
SUMMARY OF REOUEST:

Staff requests the City Council adopt Resolution No. authorizing to purchase
the specified equipment to support the Seal Beach Community Emergency Response
Team (CERT) Program and accepting Federal Citizen Corp grant funds to cover 100% of
the specified expenditures to supply a disaster relief trailer and tow vehicle for the CERT
program.
BACKGROUND:
President George W. Bush launched USA Freedom Corps in January 2002, to capture the
spirit of service that emerged following the 9-11 terrorist attacks.
Citizen Corps, a vital component of USA Freedom Corps, was created to help coordinate
volunteer activities making our communities safer, stronger, and better prepared to
respond to any emergency. It provides opportunities for people to participate in a range of
measures to make their families, their homes, and their communities safer from the
threats of crime, terrorism, and disasters of all kinds. The Citizen Corps is coordinated
nationally by the Department of Homeland Security. In this capacity, DHS works closely
with other federal entities, state and local gQvernments, first responders and emergency
managers, the volunteer community, and the White House Office of the USA Freedom
Corps.

The Seal Beach Police Department in 2006 spearheaded a group effort with the Cities of
Cypress, La Palma, and Los Alamitos, and developed the West County Community
Emergency Response Training Program for community volunteers. Since then, the Seal
Beach CERT Program has graduated two classes of 25 volunteer participants. The
prosram is rapidly gaining esteem both in our community and in Orange County.
Community members are now on a waiting list to participate in future classes. The
program has been financed using Urban Area Security Initiative (U~sn fun~.

As with other Homeland Security priorities, the Federal Government supports local
volunteer programs by providing grants to develop and maintain these program efforts.
To this end, the County of Orange via its Orange County Citizen Corps has received a
$300,000 grant specifically to support local CERT programs within the County. The
County programmed these grant funds to purchase several trailers and an equivalent
number of tow vehicles, all equipped to support training and potential CERT teams
responses in Orange County.
The Seal Beach Police Department now maintains a leadership role in the countywide
coordination of CERT programs, called CMAP (CERT Mutual Aid Program). In this
capacity, our Emergency Services Bureau has volunteered to purchase and maintain one
of the trailers ($60,000 value) to reside at the Seal Beach Police Department. This trailer
will be equipped with equipment and supplies supporting the initial and ongoing training
involved with our program, and will be available to us for our use at any time should it
ever be necessary during a disaster. The only qualification to this is our commitment to
make the trailer available to another jurisdiction within the county should they need it
when it is not in use.
Attachment "A" is the approved equipment list from the County of Orange committing to
100% reimbursement of this equipment expenditure in an amount not to exceed $60,000.
FISCAL IMPACT:

reimbursement of approved expenditures. The City of Seal Beach will be responsible for
equipment maintenance after purchase, approximately $250 per year.
RECOMMENDATION:
