SUBJECT: NOTICE OF COMPLETION FOR. SEAL BEACH
BOULEVARD PAVEMENT REHABILITATION AHRP
(SEGMENT 4) AND SEAL BEACH BOULEVARD TRAFFIC
SIGNAL INTERCONNECT PROJECT NO. 50187
SUMMARY OF REOUESTS:
The proposed City Council action will adopt Resolution No._ and formally accept the
completion of the Seal Beach Boulevard Pavement Rehabilitation, and the Seal Beach Traffic
Signal Interconnect Project No. 50187.
BACKGROUND:
In the 2005-2006 Capital Improvements Program two projects were approved on Seal Beach
Boulevard north of the 1-405 freeway. Prior to bidding, two projects were merged into one larger
project (No.50l87) for construction simplification, to lessen the impact to the public, and to
obtain lower cost with economies of scale. The two Projects are Seal Beach Boulevard
Pavement Rehabilitation AHRP (Segment 4), Project No. 50196, and Seal Beach Boulevard
Traffic Signal Interconnect, Project No. 50198 and are described below:
Seal Beach Boulevard Pavement Rehabilitation AHRP (Segment 4), Project No. 50196
On June 14,2004, the City Council approved the City's Pavement Management System (PMS).
The system was also approved by the Orange County Transportation Authority (aCTA) as part
of Measure M funding eligibility. As part of the Federal Arterial Highway Restoration Program
(AHRP), the City competed for and won federal timc!ing through aCTA for pavement
rehabilitation on Seal Beach Boulevard. The current project is the fourth segment of the
pavement rehabilitation along Seal Beach Blvd. and rehabilitates Seal Beach Boulevard between
St. Cloud Drive and Bradbury Road. On April 24, 2006, City Council approved and authorized
staff to initiate the bidding process for the Seal Beach Boulevard Pavement Rehabilitation AHRP
(Segment 4), Project No 50196. When funds are involved with the AHRP program Caltrans
authorization is required prior to bidding. Authorization was received on August 28, 2006. The
rehabilitation consisted of constructing a rubberized asphalt overlay, curb ramps, and traffic
striping.

Seal Beach Boulevard Trame Signal Interconnect, Project No. 50198
As part of aCTA's Measure M Signal Improvement Program and GMA No.2, the City
competed for and secured funding through aCTA for Signal Improvements on Seal Beach
Boulevard. The proposed project is the third phase of the upgrading coordination of traffic
signals along Seal Beach Boulevard. This phase extended between Bradbury Road and Lampson
Avenue. Traffic signal coordination is a method of timing groups of traffic signals along an
arterial to provide for the smooth movement of traffic with minimal stops. The goal of the
coordination system is to efficiently move the greatest number of vehicles through the system
with the fewest possible stops.
The :first phase of the traffic signal upgrades and coordination along Seal Beach Boulevard has
been completed, with the installation of new traffic controllers and cabinets. The second phase
involved linking the traffic signals south of the 1-405 Interchange through new buried fiber optic
lines in a local network. It enabled centralized control, coordination, and networking via a state-
of - the-art computer equipment and programs. This phase of the project is similar in scope to the
second phase improvements, except the fiber optic lines were placed north of the 1-405
interchange.
In accordance with the plans and specifications, the contractor has completed the aforementioned
project for a final contract amount of$901,967.01.
FISCAL IMPACT:
City Council has approved a budget of$I,401,000 for the design, construction, and inspection of
both projects within the City's 5-year Capital Improvement program. Included within those
funds the Public Works Department has secured competitive grants from aCTA's AHRP
program in the amount of $301,200, from aCTA's Signal Interconnect Program (SIP) in the
amount of $197,800, and from the Growth Management Agency (GMA 2) in the amount of
$70,000. The project was successfully completed $300,200 under budget for a total project cost
oUI,108,200. The $300,200 in remaining funds, of which $175,000 are Measure M funds and
$125,000 are gas tax funds, will be carried forward to the next Arterial Paving Program as
approved by City Council.
RECOMMENDATION:
It is recommended that the City Council:
1. By resolution, determine the work' has been completed in accordance with the
contract documents and declare the work to be accepted and the total amount of the
contract is in the sum of$901,967.0l.
2. Direct the City Clerk, within ten (10) days from the date of acceptance, file a "Notice
of Completion" with the Orange County Recorder.
3. Direct City staff, upon expiration of the thirty-five (35) days from the filing of the
''Notiqe of Completion," to make the retention payment to All American Asphalt in
the amount of $90,196.70.
