SUMMARY OF REQUEST:

The proposed City Council action will approve the plans and specifications for the FY
06/07 Street Sealing Project No. 50190, award a construction contract to the lowest
responsible bidder, Pavement Coatings Co., in the amount of $142,772.40, adopt
Resolution No. _ awarding a construction contract to the lowest responsible bidder,
Pavement Coatings Co., in the amount of $142,772.40, and authorize the Interim City
Manager to execute the agreement.
BACKGROUND:
On June 26, 2006, the City Council approved an update to the City's Pavement
Management System (PMS). The system was also approved by the Orange County
Transportation Authority (OCTA) as part of Measure M funding eligibility.
As identified in the PMS, this project will slurry seal selected streets within the City.
Slurry seals extend the effective life of asphalt concrete pavements by placing a
protective seal over existing pavement surfaces that are just beginning to show signs of
wear. Slurry seals allow the City to stretch pavement rehabilitation funds and maintain a
higher level of pavement quality by protecting pavement from oxidation. Any dollar
spent on keeping pavements in good condition (slurry seal) will save from five to twenty
doilars in rehabilitation repairs that must be made on pavement in poor condition. It is
standard practice to slurry seal every 5 to 8 years.
The streets to be slurry sealed, as identified in the updated June 2006 Pavement
Management System and per review of the Pavement Managenlent Inventory, are as

Contractors bid on two alternate slurry products. Ibis approach was taken to ensure the highest
quality product under the current budget. Alternate A involves construction using a conventional
slurry seal, while Alternate B involves using a rubberized slurry material. The rubberized
material provides a longer life to the streets compared to the conventional latex slurry.. Per the
stipulations specified in the bid documents, Alternate A shall be selected unless the lowest
responsible bid for Alternate B is greater than Alternate A by less than 25%.

The difference between the low bid of Alternate A and the low bid of Alternate B is 28.0%.
Staff has reviewed the submitted bid documents and found the low bidder to be in compliance
with the contract documents. A check of the contractor's references indicates that they have
successfully completed similar projects for other municipal agencies in Southern California.
Upon the successful execution of the contract documents, the project is estimated to start in May
and shall be completed in July.
FISCAL IMPACT:
$200,000 has been budgeted in the current Fiscal Year for the construction and inspection of this
project within the City's 5-year Capital Improvement program and the City's Council approved
budget. Staff is looking to add additional streets within the allocated budget for the project. Any
unused funds will be carried over to the next Fiscal Year's program.
