Director of Public Works/City Engineer SUBJECT: REJECT BIDS FOR BLUEBELL PARK IMPROVEMENTS, PROJECT NO" 50206 SUMMARY OF REQUESTS: The proposed City Council action will reject all bids for the Bluebell Park Improvements, Project No. 50206 and authorize staff to re-advertise the project for future bidding. BACKGROUND: e Bluebell Park is l-Y<.-acre park originally designed as an active sports area park and is surrounded by a chain link fence. It currently accommodates a %-acre open play area, a wooden . shade structure, and a full court basketball area. The park previously contained aged playground equipment, which was removed from the park in the late 1990's. Bluebell Park, in the past, was utilized as a practice field by nearby football, baseball, soccer and other organized sports groups, as well as passive neighborhood users. At the July 24, 2006 meeting, City Council approved a conceptual plan to move the playground equipment to the back of the park, replace the fencing with a lower fence, save the trees (after analysis by an Arborist), and plant the front area with sod. Construction Documents were completed by the City's Landscape and Park Consultant David Votz Design (DVD). Five bids were received and opened by the City Clerk on Tuesday, February 27,2007 as listed below: I MG Enterprizes 2 CS Legacy Construction, Inc. 3 Landmark Site Contractors 4 Y & M Construction 5 Fleming Environmental, Inc. $228,951.62 $236,293.60 $3l9,067.00 $284,833.45 $331,678.25 e Staff recommends that all bids be rejected because of the high construction cost. It is proposed that changes be made to the plans to bring the project within budget. Once these changes are made, the project can be re-advertised for new bids. Agenda Item I e e e FISCAL IMPACT: There is no General Fund Impact. Funds have been allocated by City Council from the Proposition 40 grant fund and the General Fund in the amount of $190,000. RECOMMENDATION: It is recommended that City Council reject all bids for the Bluebell Park Improvements Project No 50206 and authorize staff to re-advertise the project for future bidding.
