Bahorski, City Manager FROM: Mark Vukojevic, P.E., Director of Public Works, City Engineer SUBJECT: AWARD CONSTRUCTION CONTRACT FOR THE LEISURE WORLD WATER MAIN CONNECTIONS, PROJECT No. 50158 SUMMARY OF REOUEST: The proposed City Council action will approve the plans and specifications, award a construction contract to the lowest responsible bidder, SoCal Pacific Construction Inc., in the amount of $777,000, adopt Resolution No. _ awarding a construction contract and authorize the City Manager to execute the agreement, transfer $350,000 from Project No. 50226 to Project No. 50158, and approve Resolution No. _ authorizing a budget amendment transferring $100,000 from Water Capital Enterprise Funds. BACKGROUND: The proposed project will make various repairs, improvements, and upgrades to critical components of the City's water service system. Specifically three areas that provide water service to the Leisure World community. These projects were identified as being high priority in the June 2003 Water Master Plan, based upon their impact on the system and cost of implementation. The proposed projects consist of the Leisure World Connection from Seal Beach Boulevard at the Northeast comer of Leisure World, and Leisure World Connection from Seal Beach Boulevard at the Southeast comer of Leisure World and water improvements within the Seal Beach Village Center located near ,the comer of Westminster Avenue and Seal Beach Boulevard. The city provides water service to approximately 9,000 residents of the Leisure World community. The purpose of this project is to improve the flow of water to these residents. This project will not only improve water pressure for Leisure World, but will also ensure that there will be no interruption in service if a water main break were to occur. Prior to bidding, these multiple projects were compiled into one large project. The Leisure World Connection from Seal Beach Boulevard at the Northeast comer of Leisure World project consists of constructing a 12-inch watermain connection in Beverly Manor Road that will increase' fire flow capacity, and provide redundant delivery of water to Leisure World. The Leisure World Connection from Seal Beach Boulevard at the Southeast comer of Leisure World Agenda Item..1{ e e e project increases the capacity of the existing connection. Lastly the third portion of the project constructs water main improvements within the Seal Beach Village Center that increases circulation of the Water System feeding Leisure World. The City's consultant, AKM Consulting Engineers, has completed the plans and specifications in accordance with American Water Works Association, the Department of Health Services, and the City of Seal Beach Standards. The plans and specifications have been reviewed by the City's staff. 4 Bids were received and opened by the City Clerk on Wednesday, January 3, 2007 at 10:00 a.m. and are listed below: 1 SoCal Pacific Construction, Corp. 5777,000.00 2 GCI Construction, Inc. $788,550.00 3 John T. Mally, Inc. $893,600.00 4 Garcia Juarez Construction, Inc. $1,230,600.00 The bids received were higher than originally estimated during last year's budget process due to overall rising construction costs and additional remote telemetry unit programming costs. Re- bidding the project is not expected to net any further savings. It is recommended that City Council move forward with the project including the recommended budget amendment and transfer of funding as outlined in the Fiscal Impact section due to the necessity of the completion of this project to keep our water infrastructure in good working condition. Staff" has reviewed the submitted bid documents and found the low bidder to be in compliance with the contract documents. Upon the successful execution of the contract documents, the project is scheduled to begin in March. Press releases will be issued to all local newspapers notifying residents about the project. In addition, specific notices will be sent to surrounding residents to inform them about the construction impacts. FISCAL IMPACT: $600,000 lias been budgeted in the current Fiscal Year for the construction and inspection of this project within the City's 5-year Capital Improvement program and the City's Council approved budget. The total projected project cost is $1.,050,000 which includes design, construction, construction management, inspection, and contingency costs. Additional funds are required to construct this project and funding is available from the Water Capital Enterprise Funds Account. Funds are available from a project transfer from the Water System Infrastructure Repairs Project in the amount of $350,000. A budget amendment in the amount of $100,000 is required from the Water Capital Enterprise Account. The City Council hereby approves the contract between the City of Seal Beach and SoCal Pacific Construction Inc. for the Leisure World Water Main Connections, Project No. 50158. SECTION 2. The Council hereby directs the City Manager to execute the contract for the Leisure World Water Main Connections, Project No. 50158.
