Director of Public Works/City Engineer FROM: SUBJECT: AWARD CONSTRUCTION CONTRACT FOR FIRST STREET SEWER PUMP STATION IMPRQVEMENTS, PROJECT No. 50214 SUMMARY OF REQUEST: The proposed City Council action will approve the plans and specifications, award a construction contract to the lowest responsible bidder, SoCal Pacific Construction Inc., in the amount of $288,000, adopt Resolution No. _ awarding a construction contract and authorize the City Manager to execute the agreement, and approve Resolution No. _ authorizing a budget amendment transferring $170,000 from Sewer Capital Enterprise Funds. e BACKGROUND: The First Street Pump Station is a small submersible facility located directly adjacent to the beach parking lot at the end of First Street. Currently, the station services a restroom facility, a restaurant, and the City's maintenance yard located adjacent to the San Gabriel River. The pump station was originally constructed in 1968 and is in need of rehabilitation. The station consists of a 5-foot diameter manhole serving as the wet well. Pumps, piping, and valves are all located within this wet well. The existing pump station's deficiencies are primarily attributed to poor equipment access; age of the equipment; and lack of a telemetry system. The 2005 update of the Sewer Master Plan documented the First Street Pump Station as being in poor condition and reaching the end of its useful life. This project will greatly increase the reliability of the pump station and will help provide protection against the possibility of a sewer spill. The project's immediate vicinity to the San Gabriel River and the Pacific Ocean put it in very high priority due to the significant impacts that a sewer spill would make to the environment. The project does not increase capacity and will only serve the existing users at the site. e This project will increase the life of the facility; reduce power consumption and maintenance costs; while improving reliability and the quality of service to the residents and property owners of Seal Beach. The City's consultant, AKM Consulting Engineers, Agenda ltem 0 e e e has completed plans and specifications for the First Street Sewer Pump Station Improvement Project which will upgrade the controls, pumps, piping, meters, and improvements to the facility. The plans and specifications have been reviewed by the City's Engineering and Maintenance staff. 6 Bids were received and opened by the City Clerk on Thursday, January 4, 2007 at 10:00 a.m. and are listed below: 1 SoCaI Pacific Construction, Corp. 5288,000.00 2 GCI Construction, Inc. $324,300.00 3 Fleming Environmental, Inc. $326,970.00 4 Orion Construction Corp. $348,700.00 5 Denboer Engineering & Construction, Inc. $387,600.00 6 Garcia Juarez Construction, Inc. $785,000.00 The bids received were higher than originally estimated during last year's budget process due to overall rising construction costs and additional remote telemetry unit programming costs. Re-bidding the project is not expected to net any further savings. It is recommended that City Council move forward with the project including the recommended budget amendment transferring funding as outlined in the Fiscal Impact section due to the necessity of the completion of this project to keep our sewer infrastructure in good working condition. Staff has reviewed the submitted bid documents and found the low bidder to be in compliance with the contract documents. Upon the successful execution of the contract documents, the project is scheduled to begin in March. The contractor will have several months to procure materials. This project has been coordinated with the affected businesses and residents. Specific notices will be sent before the start of construction. FISCAL IMPACT: $200,000 has been budgeted in the current Fiscal Year for the construction and inspection of this projcct within the City's 5-year Capital Improvement program and the City's Council approved budget. The total projected project cost is $370,000 which includes construction, construction management, inspection, and contingency costs. Additional funds are required to construct this project and funding is available from the Sewer Capital Enterprise Funds Account. A budget amendment in the amount of $170,000 is required from the Sewer Capital Enterprise Account.
