SUBJECT: Installation of Two (2) Stop Signs at Catalina A venue/Surf Place
SUMMARY OF REQUEST:
The proposed City Council action will authorize the installation of two (2) stop signs to
calm traffic speeds on Catalina A venue at Surf Place. The stop signs, each installed on
either side of Surf Place, on Catalina Avenue would create a need for motorists to stop and
reduce their speeds on Catalina Avenue, increasing the safety of children and pedestrians.
BACKGRQUND:
The City and Police department have received many complaints over the last several years
pertaining to the excessive speeds of drivers traveling on Catalina Avenue at or near Surf
Place. This area of Catalina Avenue at Surf Place traverses an uphill/downhill grade.
Drivers pick up speed traveling in either direction, creating an inherently unsafe condition
for children, pedestrians and property owners on an otherwise narrow, residential roadway.
Catalina Avenue is a residential thoroughfare with a prima facie speed of 25 miles per hour.
However, many of the area's residents fail to abide by the speed limit, often traveling at
speeds in excess of thirty to forty miles per hour.
The Police department has conducted numerous enforcement exercises on this section of
roadway, including: parking unattended decoy police cars, posting the radar speed
indicating trailer, assigning police officers to sit and clock speeds with radar and stop and
warn drivers, and ultimately, issuing citations' to drivers for violations of the unsafe speed
laws. Despite these efforts, neighborhood drivers and others continue to speed on this
roadway.
The proposed intent of this proposal is to 'calm' traffic speeds by forcing drivers to break
their speed, comply with existing law, and create a safer environment for the neighborhood
residents. This action would create a 'three-way-stop' roadway condition.
FISCAL IMPACT:
There is no significant fiscal impact to the City.
