Vukojevic, P.E., Director of Public Works I City Engineer SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS FOR GUM GROVE PARK IMPROVEMENTS, PROJECT NO. 50213 SUMMARY The proposed City Council action will approve the plans and specifications, and authorize Staff to initiate the bidding process for Gum Grove Park Improvement, Project No. 50213. BACKGROUND: \ With the development of the Hellman Ranch by John Laing Homes, the City was deeded a 14 Y. acre nature park that lies between the new Heron Pointe Subdivision and the homes on Crestview Lane. The majority of the property has been used as the existing Gum Grove Park. Near Seal Beach Boulevard a portion of unimproved land was given to the City to augment the existing Gum Grove Park. As part of the Subdivision Agreement between John Laing Homes and the City $145,000 was paid to the City to construct improvements to the addition to the park. John Laing Homes has been responsible for maintenance of the Gum Grove Park during the construction of the subdivision. The City has been waiting for the completion of the subdivision to construct improvements to the Gum Grove Park. Over the past two years, during the winter rain seasons, erosion occurred in the park. John Laing Homes brought in equipment and repaired the damage. As construction is near completion' with the housing subdivision, and the winter rain season approaching it is time to construct improvements with the $145,000 budgeted for the project. The City held meetings with community groups and the public to present the current plan. This plan was approved by the Gum Grove Group. The proposed project consists of planting natural riparian landscaping (as directed by the California coastal commission) and constructing additional erosion control measures throughout the park. A temporary irrigation system will be installed to water landscaping only during the establishment period. Plans were completed by the City's consultant Urban Arena. AGENDA ITEM M e e e FISCAL IMPACT: Funds in the amount of $145,000 are currently available in fiscal year 2006/2007 from Developer Fees within the City's approved 5-year Capital Improvement Program budget under Project No. 50213. RECOMMENDATION: It is recommended that the City Council approve the plans and specifications and authorize Staff to initiate the bidding process for the Gum Grove Improvements, Project No. 50213.
