Bahorski, City Manager FROM: Mark Vukojevic, P.E., Director of Public Works/City Engineer SUBJECT: STREET SWEEPING SERVICES SUMMARY OF REQUEST: The proposed City Council action will receive and file or provide direction to Staff regarding the City-wide Street Sweeping Service Program. BACKGROUND: e The Public Works Department provides residential and arterial street sweeping services throughout the City. In 1988, City Council instituted a street sweeping fee to pay for the services provided for street sweeping. The fee had a fixed rate of $0.50 per month for a typical residential property. No indexing was tied to the rate and up until 2001, the City was subsidizing the street sweeping service. The City currently collects approximately $38,000 per year from street sweeping fees. In 2001, the City changed from in-house services costing approximately $90,000 per year to contract services at less than $40,000 per year. The contracts have been competitively bid in 2001 and in 2003. The Street Sweeping schedule is as follows: Daily (weekdays) Main Street Weekly Ocean Avenue Twice Monthly Residential Twice Monthly Arterials e The cost of street sweeping continues to go .up at CPT rates, however the fees collected remain static. In fall of 2001, a ballot was placed before the voters to increase the street sweeping fees from $0.50 per month to $1.00 per month with weekly street sweeping. The measure was defeated and in December of2001, City Council moved" to direct staff to provide no subsidy to maintain street sweeping services and to provide a level of street sweeping services that matches the revenues received from the existing fees collected for the balance of this fiscal year, and should any reduction of services be necessary that it be brought back to Council for further discussion and/or direction, the Council could then determine whether or not to subsidize the service." Agenda Item-.M e With the recent CPI increase to the street sweeping contract, a funding shortfall of approximately $4,500 is expected this fiscal year. Re-bidding the contract is not expected to net any further savings at this time. Staff is prepared to reduce the sweeping levels to Ocean Avenue to twice a month and the arterials to monthly in order to match the revenues received. Historically, Ocean Avenue has received preferential treatment with extra street sweeping. These reductions in service levels are not expected to substantially reduce the quality of street sweeping throughout the City. In the future, or during future budget discussions, City Council will need to address the funding shortfall. Ideally, the revenue should be cost indexed to match normal CPI increases to maintain service levels. In the future, staff will bring back this item during budget discussions and/or at the next opportunity to place the sweeping fee increase on a ballot before the residents. FISCAL IMPACT: The proposed budget for street sweeping is $38,000 annually and is based upon street sweeping fees collected. There is no further general fund impact. RECOMMENDATION: e It is recommended that the City Council receive and file or provide direction to Staff regarding the City-wide Street Sweeping Service Program.
