Bahorski, City Manager SUBJECT: CONSIDERATION OF APPROVING RESOLUTIONS FIXING THE EMPLOYER'S CONTRIBUTION UNDER THE PUBLIC EMPLOYEES' MEDICAL AND HOSPITAL CARE ACT FOR THE SEAL BEACH POLICE OFFICERS ASSOCIATION AND THE SEAL BEACH POLICE MANAGEMENT ASSOCIATION SUMMARY OF REOUEST: . The purpose of this report is to request Council consideration to approve resolutions fixing the employer's contribution under the Public Employees' Medical and Hospital Care Act. These resolutions are required by CalPERS by December of each year to set employer's contribution rate for the following coverage year. BACKGROUND: On August 1, 1988, the City Council of the City of Seal Beach adopted Resolution Number 3798, electing to be subject to the Public Employees' Medical and Hospital Care Act only with respect to the Seal Beach Police Officers Association and the Seal Beach Police Management Association, fixing the employer's contribution for .-:mployees and the employer's contribution for annuitants at different amounts. Government Code Section 22825.6 provides that a local agency contracting under the Public Employees' Medical and Hospital Act shall fix the amount of the employer's contribution at an amount not less than the amount required under Section 22825 of the Act. These resolutions are required by CalPERS to set the employer's contribution rate for 2007. FINANCIAL IMPACT: . There is no change in fiscal impact for active police personnel. The fiscal impact for annuitants is expected to be five percent or $4,400.00 for 2007. Agenda Item M . RESOLUTION NUMBER A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH FIXING THE EMPLOYER'S CONTRIBUTION UNDER THE PUBLIC EMPLOYEES' MEDICAL AND HOSPITAL CARE ACT FOR THE SEAL BEACH POLICE OFFICERS' ASSOCIATION WHEREAS, Government Code Section 22825.6 provides that a local agency contracting under the Public Employees' Medical and Hospital Care Act shall fix the amount of the employer's contribution at an amount not less than the amount required under Section 22825 of the Act; and WHEREAS, Government Code Section 22857 provides that a contracting agency may fix the amount of the employer's contribution for employees and the employer's contribution for annuitants shall be annually increased by an amount not less than five percent of the monthly contribution for employees, until such time as the amounts are equal; and WHEREAS, the City of Seal Beach, hereinafter referred to as Public Agency is a local agency contracting under the Act for participation by members of the Seal Beach Police Officers Association. NOW, THEREFORE, BE IT RESOLVED that effective January 1, 2007, the employer's contribution for each employee shall be the amount necessary to pay the full cost of hislher enrollment, including the enrollment of hislher family members in a healtl. benefits plan up to the maximum of $524 for an employee enrolled for self alone, $778 per month for an employee enrolled for self and one dependent, and $964 per month for an employee enrolled for self and two or more dependents, and BE IT FURTHER RESOLVED that effective January 1,2007, the employer's contribution for each police annuitant shall be the amount necessary to pay the full cost of hislher enrollment, including the enrollment of hislher family members in a health benefits plan up to a maximum of $243.95 per month for an employee enrolled for self alone, $388.10 per month for an employee enrolled for self and one dependent, and $485.00 per month for an employee enrolled for self and two or more dependents. NOW, THEREFORE, BE IT RESOLVED that effective January 1, 2007, the employer's contribution for each ernployee shall be the amount necessary to pay the full cost of his/her enrollment, including the enrollment of his/her family members in a health benefits plan up to the maximum of $564 for an employee enrolled for self alone, $844 per month for an employee enrolled for self and one dependent, and $1,051 per month for an employee enrolled for self and two or more dependents, and BE IT FURTHER RESOLVED that effective January 1,2007, the employer's contribution for each police managernent annuitant shall be the amount necessary to pay the full cost of his/her enrollment, including the enrollment of his/her family members in a health benefits plan up to a maximum of$257.30 per month for an employee enrolled for self alone, $419.85 per month for an employee enrolled for self and one dependent, and $527.35 per month for an employee enrolled for self and two or more dependents.
