Director of Public Works/City Engineer SUBJECT: SEAL BEACH BOULEVARD AND LAMPSON AVENUE LANDSCAPE MEDIAN DESIGN - BUDGET , AMENDMENT SUMMARY OF REQUESTS: e The proposed City Council action will add Project 50234 to the Capital hnprovement Program and adopt a Budget Amendment of$115,000 for the design ofa new landscaped median on Seal Beach Boulevard from Pacific Coast Highway to Bolsa Avenue and the rehabilitation of the Lampson Avenue landscaped median. BACKGROUND: In February of 2006, the City Council accepted the construction of the new landscaped median on Seal Beach Boulevard between Beverly Manor Road and Westminster Avenue. The project was successful and has been awarded "Project of the Year" by the American Public Works Association. Also, during the summer of 2006 the Boeing Company constructed landscaped medians within Westminster Avenue west of Seal Beach Boulevard and within Seal Beach Boulevard between Adolfo Lopez and Westminster Avenue. These improvements were negotiated as part of the conditions of approval for development of the Pacific Gateway Business Park. During the FY 2006/2007 budget workshops, additional beautification projects were suggested by the City Council. Seal Beach Boulevard between Bolsa Avenue and Pacific Coast Highway is one of the remaining arterial segments in need of a landscaped median. In addition to the traffic safety benefits, this project will beautify the street and compliment the proposed utility undergrounding which is scheduled by the Edison Company for 2008. The proposed project will design new medians within Seal Beach Boulevard between Bolsa Avenue and Pacific Coast Highway in preparation for the next budget cycle. e The second part of this project is for Lampson Avenue which is in need of further beautification. The landscaped median has been constructed in several phases over the years and in need of rehabilitation with the assistance of a proper design using a Agenda ItemE " e landscape architect. This part of the project will rehabilitate the existing medians in Lampson Avenue between Seal Beach Boulevard and the eastern City Limit (near Tulip Street). The project is proposed to be designed using a previously approved on-call Professional Services Agreement with DMS Consultants, Inc. The design is expected to be completed prior to the next budget cycle. FISCAL IMPACT: There are no authorized funds for this project requiring the approval of the attached $115,000 Budget Amendment 07-07 from City Reserves. The current estimated fiscal year ending undesignated general fund balance is $12,060,115, Approval of this budget amendment Will decrease the estimated ending undesignated fund balance by $115,000 to $11,945,115. The construction of both projects will require additional funds and will be brought forward during the next budget cycle, RECOMMENDATION: e It is recommended that City Council add Project 50234 to the Capital Improvement Program and adopt Budget Amendment No.07-07, for $115,000 for the design of a new landscaped median on Seal Beach Boulevard from Pacific Coast Highway to Bolsa Avenue and the rehabilitation of the Lampson Avenue landscaped median.
